Communications Consultant



Terms of Reference for a Communications Consultant to document success stories in the implementation of the VMMC project in Malawi.


PSI Malawi is looking for a qualified Consultant to provide technical assistance in writing analytical success stories highlighting the impact of activities under the VMMC project PSI Malawi is implementing with support from USAID.



With funding from USAID, PSI Malawi is implementing the Scaling Up Voluntary Medical Male Circumcision (VMMC) Delivery Activity in the southern Malawi Districts of Blantyre, Chiradzulu, Mulanje, and Phalombe districts.  The project which started in June 2018 will run up to April 2019  with  the aim of increasing availability and access to high quality VMMC services for HIV prevention through both fixed site delivery and mobile outreach. In addition, the project is aimed at increasing demand for VMMC services by adolescent and adult males through a comprehensive demand creation package. By the close of the Activity, PSI/Malawi will have offered VMMC services to 54,276 men (37,546 in Blantyre, 9,125 in Phalombe, 5,537 in Mulanje, and 2,068 in Chiradzulu).



PSI Malawi believes that documenting lessons learned and success stories from implementing this project will help  to promote sharing of evidence-based practices that have shown to be successful in increasing VMMC uptake.


Objectives of the assignment 

PSI Malawi would like to document achievements being realized in implementing the VMMC project in a structured manner, focusing on identifying the specific factors of success, summarizing the actual actions being undertaken on the ground and describing the impact of interventions on the lives of those for whom it is being implemented (adolescent and adult males). 

The documentation will also attempt to propose some promising practices that can be maintained and replicated or scaled up in the future. The success stories will combine human stories and voices of beneficiaries with results based on program reports and accounts of program staff and community leaders. These stories will be shared with USAID, Government authorities and the general public. The specific objectives of the assignment is as follows:

  • Document success stories learnt through implementation of the VMMC project in the four districts.
  • Identify and document best practices in implementation of VMMC activities


Tasks and Responsibilities 

In order to achieve the envisaged objectives, the Consultant under the overall supervision of PSI Malawi VMMC Program Manager will:

  • Determine the exact scope of the stories; identify and develop topics and agree with VMMC teams on communities/facilities to be visited.
  • Prepare tools and formats that will be used for documenting the stories.
  • Conduct field visits in the selected communities with VMMC program team. This will include one on one interviews with project beneficiaries. 
  • Prepare success stories by analyzing and presenting relevant information about project implementation.
  •  Produce the text, photographs and infographics for an info-pack (8-10 pages) highlighting success stories and including voices of beneficiaries and other stakeholders.


Deliverables and Timeframe:

The Consultant will deliver to PSI Malawi an inception report demonstrating understanding of the tasks in the ToR and how they propose to accomplish the required tasks. The Consultant will also submit a quality information pack (8-12pages) of success stories. 

All deliverables should be submitted to PSI Malawi Procurement department within 3 weeks of signing of contract. 


Qualifications and experience required: 

The Consultant should have the following qualifications:

  • University degree in Journalism, Communications or related field.
  • At least five years of professional experience in investigative and human impact story writing, 
  • Proven experience in documenting success stories
  • Should have the ability  to analyze and synthesize relevant information and develop highly analytical  stories;
  • Excellent editing skills and ability to integrate human interest with statistics and technical reports to present credible content.
  • High sense of journalistic ethics and in-depth understanding of human rights issues.
  • Ability to deliver products on time against tight deadlines.
  • Demonstrates initiative, creativity and flexibility.
