Assignment:  Short term technical assistance to support (a) the development of terms of reference for the Health and Environment Committees (HEC) and (b) the review and formulation of Public Health bylaws for Rumphi and Zomba District Councils



Contract type: Short Term Technical assistance (STTA) for 44 working days from February, 2018.  


The DFID Malawi Health Sector Programme (MHSP) provides support to the Government of Malawi’s five year health sector strategy, the Health Sector Strategic Plan 2017-2022 (HSSP2). A sizeable component of the MHSP is a Technical Assistance (TA) programme to strengthen health sector capacity. TA has been provided since 2013, and will continue up to September 2018, by a consortium led by Options Consultancy Services. The TA contributes to the delivery of high quality public health care services in Malawi.


Summary of the methodology and scope of the assignment

The exercise will be carried out in Rumphi and Zomba District Councils.  The work will be carried out by an individual with training and experience in legislative drafting who will be supported by MHSP-TA public health expert.  The two will initially work on draft TORs for the HECs in consultation with the Deputy Director of Local Government Services in MOLGRD, Councillors and DEC members in both Districts. These draft TORs should detail the role and responsibilities of the HEC vis-à-vis the full District Council and the DEC, as well as frame clear levels of decision making and oversight. Draft TORs will be used in consultative meetings with Councillors and DEC members in the two Districts.


The consultant will then work hand in hand with designated members of District Council  preferably to include the DEHO and the Administrator who will assist in organizing meetings, drafting of terms of reference of the Health and Environment Committee,  the review of the existing laws and by-laws, and the drafting of the new by laws.  It is envisaged that the review will cover the public health and all other related laws and by laws relating to health, the control of diseases, and hygiene


Person specification for the position



  • Minimum of LLB, Bachelor of Law degree
  • Minimum of three year post qualification relevant experience  in legislative drafting at the national and/or sub-national levels
  • Strong reporting and analytical skills
  • Advanced user of word, databases and spreadsheets
  • Strong networking skills
  • Excellent  communication skills
