Effective with the release of this position announcement, Winrock International is recruiting local Malawian applicants for the position of Director of Scholarships and Grants for the anticipated USAID-funded Higher Education in Malawi Activity. The proposed objective of the project is to increase Malawi’s skilled, employable workforce by expanding access to higher education, especially for vulnerable populations.

Position Description

 

POSITION TITLE:           Director of Scholarships and Grants  

 

LOCATION:                   Malawi

 

UNIT:                           Civil Society & Education

 

REPORTS TO:               Chief of Party

 

PROGRAM SUMMARY:

Winrock is accepting applications for a Director of Scholarships and Grants for an anticipated USAID Higher Education in Malawi Activity for Winrock International’s Education and Empowerment group. The program focuses on improving access to higher education and transition rates for Malawian youth, especially vulnerable adolescent girls and young women, as well as promoting linkages to employment and livelihoods. Position is contingent upon receipt of donor funding.

 

ROLES AND RESPONSIBILITIES:

  • Develop, manage, and implement complex scholarship and grant program providing support for traditional university degree programs, ODL university degree programs, and shorter post-secondary programs.
  • Manage selection of recipients and distribution of scholarships and grants.
  • Develop and oversee scholarship and grant monitoring database system.
  • Collaborate with Director of Finance & Administration to track and analyze scholarship and grant budget.
  • Collaborate and coordinate with higher education institutions, CSOs, secondary schools and other relevant stakeholders for scholarship program insight and support.
  • Manage scholarship support staff.
  • Contribute to all program reports (quarterly, annually, others).
  • Provide input to other program activities as needed.

 

QUALIFICATIONS AND BACKGROUND:

 

Education:           Bachelor’s degree in higher education, international development, international education, or relevant discipline. Master’s preferred.

 

Work Experience:

  • At least 8 years’ progressively responsible experience in designing, managing, and implementing complex scholarship/grants programs aimed at increasing secondary and post-secondary educational access for girls.
  • Knowledge of higher education landscape in Malawi and experience working with higher education institutions.
  • Significant progressively responsible experience with the distribution, tracking, and management of grants and scholarship funds. 
  • Experience working with vulnerable adolescent girls and young women.
  • Familiarity with policy in the areas of education, youth, gender, and employment as well as GoM decentralization processes.

 

Skills:  

  • Familiarity with USAID regulations, policies, and procedures or those of an equally complex international government funding organization.
  • Fluent English required; additional language skills (Chichewa) desirable.
  • Demonstrated effective interpersonal skills, creative problem-solving, conflict, and ethical management skills.
  • Strong leadership and organizational abilities.
  • Excellent written and oral communication skills.
  • Strong familiarity with database management, financial tracking, word processing, and presentation software (Microsoft).
  • Demonstrated understanding of mobile money transfers, mobile data collection, and detailed monitoring.
