Job Description

INTRODUCTION AND BACKGROUND

The Malawi National Commission for UNESCO is a statutory corporation which was established on 23rd March 1979 through Malawi Government Gazette Notice No. 375 in line with Article VII of the Constitution of the United Nations Educational, Scientific and Cultural Organisation (UNESCO) with the purpose of linking UNESCO with the Government and principal bodies in UNESCO’s fields of competence (i.e. education, natural sciences, social sciences, culture, communication and information.

In order to fulfil its mandate effectively and efficiently with strategic leadership and management Professionals, excellent and rare opportunities have arisen to engage qualified persons of Malawian origin to fill an Executive Management position of EXECUTIVE SECRETARY tenable at its Head Office in Lilongwe. The Commission, therefore, invites applications from suitable candidates of Malawian origin to fill these positions on a three (3) year employment contract.

This is a highly demanding position that requires persons who have demonstrable capacity to initiate administrative and managerial innovations geared at making the Commission a vibrant and competitive institution. The following are the required personnel and work-related traits for the position:

EXECUTIVE SECRETARY

a) Main Purpose of the Job

Under the general directions of the Chairman of the Commission and the Executive Board, the Executive Secretary as the head of the Commission’s Secretariat will be responsible for providing overall leadership and management to the Commission.

b) Main Duties and Responsibilities

The Executive Secretary shall be responsible for the following duties and responsibilities:

  • Provide overall leadership to the Commission especially in terms of formulation of the organization’s internal policies. strategies, and plans and ensure their implementation thereof in a results oriented and timely manner to achieve the Commission’s goals, objectives and agreed performance targets;
  • Ensure the establishment of effective and efficient administrative structures, processes, systems and internal controls within the Commission:
  • Influence procedural or policy changes to improve operations and quality service delivery of the Commission;
  • Act as a formal link and provide a public relations role between the Board, management and the stakeholders of the Commission;
  • Harness the collective skills of the Board and its Commissioners with those of the Secretariat;
  • Coordinate Board meetings efficiently – Avail oneself to the Chairman and Board Members; Guide the Board decision making process and take minutes of meetings of the Board;
  • Prepare budget estimates for the Executive Boards’ approval;
  • Co-ordinate the activities of the Executive Board with Government Ministries and relevant institutions, voluntary organizations, the Permanent Delegate to UNESCO, Chief Technical Advisers of all UNESCO supported projects in Malawi and all United Nations Agencies.
  • Initiating UNESCO programmes within UNESCO Approved Programme and Budget (Document C/5) and Extra- budgetary Resources;
  • Be responsible for administration of international conferences, seminars, symposia, research and training courses held under the auspices of UNESCO;
  • Co-ordinate pre-conference briefings;
  • Coordination of nominations of the Commission, representatives to international conferences, seminars and meetings organized by UNESCO;
  • Ensure that delegations submit reports of UNESCO conferences and meetings with appropriate recommendations to the relevant authorities and to the Commission;
  • Inform relevant authorities, institutions and organisations about decisions and recommendations taken during UNESCO conferences and meetings in order to promote the realisation of such recommendations,
  • Prepare necessary briefs for the Executive Board on UNESCO Conventions and agreements.
  • Consult with Government and non – Governmental Institutions receiving aid from UNESCO;
  • Prepare strategic plans for the corporate development of the Commission:
  • Coordinate and ensure effective compliance to statutory and legal regulations:
  • Promote and ensure a safe, secure, modern and risk averse work environments;
  • Promote ethics and integrity standards in the Commission;
  • Provision of expert advisory services to government and UNESCO.
  • Ensure the development and implementation of the consolidated budget, annual operational plans, and performance contract of the Commission;
  • Ensure the establishment of effective and efficient administrative structures. processes, systems and internal controls within the Commission;
  • Coordinate the formulation of the organization’s internal policies, strategies, and plans and ensure the implementation thereof,
  • Coordinate monitoring and evaluation of compliance to UNESCO protocols, conventions and treaties;
  • Manage effective internal and external office communications;
  • Review, interpret and advise on the recommendations of the five (5) UNESCO Programme and Expert committees.
c) Minimum Academic and Professional Qualifications and Work Experience

A person shall be qualified for appointment as Executive Secretary, if such a person:
  • Holds a PhD/Master’s Degree in Education/ Natural Sciences/ Social and Human Sciences/ Culture or Communication and Information from a recognized and accredited university;
  • Has at least ten (10) years’ post graduate work experience in management position at any International Organization.

d) Required Competencies

The following shall be the ideal required competencies of the Incumbent:
  • Demonstrated proven ability and results in heading an equivalent or comparable senior management portfolio;
  • Demonstrated proven leadership capabilities in financial, material and human capital management within a reputable institution;
  • Demonstrated proven ability and results in coordinating multiple portfolios of a reputable organization with a national or international character;
  • Diplomatic, pro-active, approachable, flexible, integrity and commitment to production results, self-motivated, dependable, organized, professional;
  • Demonstrated good industry knowledge in either the education; natural sciences; social sciences; culture; or communication and information sectors including involvement with ongoing national reforms;
  • Demonstrated working experience in the formulation and/or implementation of international agreements/ conventions/protocols and processes within the UNESCO areas of competence;
  • Demonstrated wide experience in national and/or international policy formulation processes;
  • Demonstrated good international exposure in international meetings and processes.
  • Demonstrated working knowledge/ experience of institutional partnerships/ collaboration frameworks;
  • Demonstrated competence and experience in dealing at Board levels of an Institution; and
  • Demonstrated competence and experience in managing affairs of the Board of an Institution
