1. Background

The Government of Malawi has signed a loan and grant package from African Development Bank (AfDB) amounting to UA 9.56 Million (approx. USD 13.19 million). The loan and grant’package is for the implementation of the Sustainable Fisheries, Aquaculture Development and Watershed Management (SFAD-WM) Project. The purpose of the project is to contribute towards poverty reduction through improved fish commodity value addition and increased consumption, strengthened nutrition security, and build climate resilience in Malawi. The project therefore aims at improving the management and utilization of the fisheries resources along Lake Malawi and Lake Chilwa fishing communities as well as developing aquaculture to complement the dwindling production from the natural lakes. In terms of project scope and beneficiaries, the interventions will target fishers, fish farmers, fish processors, retailers, wholesalers, traders, technicians and allied industries that Include boat builders, gear repairs, fish feed formulation and packaging, transportation, retail and wholesale markets. A total of 20,000 beneficiaries that include youth and women will be targeted. The program will link up with TEVET to build capacities of the mentioned beneficiaries in various fields. It is anticipated that the program shall support over 50 SMEs to establish their own businesses in the various fields and in total the project is expected to create 150,000 direct jobs and 250,000 jobs indirectly. In terms of its geographical scope, it covers 11 lakeshore and non-lakeshore districts including entire basins of Lake Malawi and Chilwa, part of Shire River and selected upland districts for aquaculture. The five targeted zones include: a) Karonga (Chitipa and Karonga); b) Mzuzu (Rumphl, Likoma, NkhataBay and Mzimba); c) Salima (Nkhotakota, Salima, Dowa, Lilongwe, Mchinji, Ntchisi and Mchinji); d) Machinga (Balaka, Zomba, Machinga and Mangochl); and e) Blantyre (Mulanje, Chiradzulu, Thyolo, Blantyre, Phalombe, Chikwawa, Nsanje. Mwanza and Neno). The project timeframe is 60 months effective January 2020.

The Ministry of Agriculture, Irrigation and Water Development through the Department of Fisheries would like to set up a Project Implementation Unit (PIU) in Lilongwe, through the existing Government structures, which will be responsible for undertaking the day to day operational and administrative tasks, procurement, financial management, monitoring and evaluation as well as project implementation. The Ministry, therefore, seeks to use part of the proceeds of the loan/grant package to recruit individual consultants to fill the position of the Agribusiness and Value Chain Specialist to provide services in the Project Implementation Unit (PIU).

Terms of Appointment Five (5) year contractual appointment renewable every year following excellent performance evaluation.

2. Duties and Responsibilities

The Fisheries Planning and Development Specialist is responsible for the coordination of national and local development agenda with fisheries resource management and value chain development within a rural economy and inclusive governance context. The expertise should contribute to transformative change and Improve the quality of life In local communities In considering governance linkages and gender and youth focus.

  • Co-ordinate community engagement in downstream development activities in consultation with the project coordinator;
  • Provide technical support to the Project staff in the co-ordination of all downstream community development activities especially with the District Development Plan (DDP) frameworks and the Beach Village Committees;
  • Act as the link between communities and the project team on a range of local development Issues;
  • Contribution to the definition of disaggregated data by gender for monitoring indicators;
  • Identifying community skills, assets, opportunities, issues and needs
  • Develop training programs for value chain development with the needs of the community and existing programmes
  • Provide professional guidance and support to the PIU team on the project relating to community development issues to ensure that project objectives and outputs are achieved;
  • Assist to develop Annual Workplans and Budgets and monthly, quarterly and annual Progress Reports
  • Helping to raise public awareness on issues relevant to the community;
  • Support the leadership growth of women and youth groups; implementation of strategies to facilitate the integration of women in all value chain activities and district projects:
  • Plan and coordinate meetings and events relating to community development and natural resources management including agri-business and value chain development;
  • Build strategic relationships between the district councils, fisheries officials and cooperatives with communities of practice and social networks.

3. Qualifications
  • Hold a Masters degree in fisheries social science, rural sociology, environmental planning. human geography or subject relevant to planning and regional economic development;
  • Have at least five (5) years of professional experience in similar or related roles on agriculture and rural economy projects;
  • Experience in developing community development manuals to guide field workers;
  • Have good computer skills (including Word, Excel, Access, and accounting software, etc.)
