Job Description

INTRODUCTION

The National Planning Commission (NPC) is an independent think tank that was established through an Act of Parliament in 2017. The Commission as an autonomous public institution is mandated to lead in medium and longterm national development planning and overseeing implementation of the plans. To this end, the specific functions of the Commission include: (i) identify Malawi’s socio-economic development priorities and formulate the national vision and strategy for social and economic goals taking into account the country’s resource potential and comparative advantage; ii) Oversee implementation of the long-term national vision and strategies and the medium-term development plans; (iii) formulate innovative and progressive flagship projects and programmes for implementation in line with the national vision and strategies for the country; (iv) identify and commission research on any matter the Commission deems relevant to the attainment of the objects of the National Planning Commission Act; (v) engage relevant individuals and institutions in all sectors of the economy in conduct of its functions under the National Planning Commission Act; (vi) appraise the State President and the National Assembly annually on the progress made with regard to the implementation of plans, programmes and projects; (vi) and perform any other functions in relation to national planning as the Commission may deem appropriate for achieving the purposes of the National Planning Commission Act.

In order to fulfill its mandate effectively and efficiently, an opportunity has risen as part of the institution setting up process to fill positions with qualified persons at its Head Office in Lilongwe. The Commission, therefore, invites applications for suitably qualified candidates to fill these positions.

These are highly demanding positions that require persons who have demonstrable capacity and qualifications towards making the Commission a Centre of Excellence in medium and long term national development planning and overseeing implementation of the plans. More importantly, the Commission seeks professionals that are motivated and enthusiastic about driving the new development narrative of moving away from the self-defeating poverty-reduction agenda that has characterized the country over the past decades towards the agenda of ‘spearheading wealth creation for all’

The following are the required personnel and work-related traits for the positions.


FINANCE AND ADMINISTRATION DIRECTORATE



Position: HUMAN RESOURCE OFFICER (NP5)



Under the direct supervision of the Senior human resource officer, the key highlights of the position of the Human Resource Officer are as follows:

Key Duties and Responsibilities
  • Assisting in conducting staff recruitment, hiring, placement, and induction of new staff
  • In liaison with internal stakeholders, carry out HR planning activities.
  • Providing assistance in carrying out staff training needs assessment and conduct staff training and development for increased level of performance and optimal utilization of staff skills and knowledge
  • Assisting in reviewing existing HR policy manuals, procedures and systems to ensure best practice
  • Assisting in conducting disciplinary, termination and grievance procedures in accordance with current legal requirements and provisions, as well as best practice.
  • Providing support in conducting regular compensation and benefits surveys to ensure that NPC remains competitive with comparator institutions.
  • Assisting staff in implementing the performance management system of NPC.
  • Assisting in carrying out job analysis, evaluation and grading exercises of NPC positions to ensure internal equity.
  • Reviewing job descriptions, taking into account changes in job requirements.

Minimum Academic Qualifications and Experience
  • At least a Bachelor’s degree in Public Administration, Human Resources Management/Development, or Business Administration
  • Minimum 8 years post qualification experience in human resource management.

Competencies and personal Attributes
  • Technically competent in the HR profession.
  • Hands —on experience in the duties and responsibilities specified above.
  • Understanding, empathetic, open-minded and adaptable but firm and decisive when situation demands.
  • Have the drive, insight and imagination/creativity in managing people in an expert organisation.
  • Ability to work with technical professionals with varied backgrounds and lines and is able to make decisions and advise management and staff
  • Have a positive mind-set, motivation and enthusiasm on spearheading a ‘wealth creation for all’ agenda.
  • Have strong analytical and time management skills, be conscientious and result oriented.
  • Conversant with contributory pension scheme Act.
  • Have knowledge of all labour related laws, conventions and provisions applicable to Malawi.
