Job Description

The Roads Authority (RA) was established in 2006 through an Act of Parliament. it is mandated to ensure that public roads are constructed, maintained or rehabilitated at all times; and advise the Minister of Transport and Public Works and, where appropriate, the Minister for Local Government on the preparation and the efficient and effective implementation of the Annual National Roads Programme. Following a recent organisational review which the institution underwent, some new positions have been identified. Applications are therefore invited from suitably qualified Malawian candidates to fill the following post which has been created as a result of the review:

Job Title: Maintenance Planning Engineer

Grade: RA 6

Section: Regional Maintenance

Reporting to: Regional Manager

Supervising: Senior Road Inspector


To responsible for maintenance planning and asset management functions in the regions


Key Duties and Responsibilities

Job Outputs

  • Facilitating and participating in the preparation of regional annual road maintenance programs Annual road maintenance programs
  • Manage road infrastructure data collection and management functions in the regions Up-to-date Road Data
  • Coordinate the annual review of the road infrastructure asset management plans and asset valuations in conjunction with relevant internal stakeholders, to meet current and future asset management service needs and the provision and maintenance of road assets Road infrastructure asset management plans and asset valuations
  • Access, analyse and evaluate the implications of asset data trends and developments and advise appropriately on these in a timely manner Reports on asset data trends and developments
  • Maintain records and files essential to meaningful analysis and reporting of maintenance-related matters Records and files
  • Produce reports from existing systems in developed formats when required Road Data System reports
  • Ensure that environmental and social impact assessments are being accurately conducted and monitored on all projects Environmental and social impact assessment
  • Ensure that monitoring and evaluation is being earned out on all planned and implemented works projects Monitoring and evaluation reports
  • Prepare periodic reports Periodic reports
  • Carry out any other duties as assigned from time to time As instructed


Qualifications and Experience
  • A Bachelor’s Degree in civil engineering horn a recognized university
  • 5 years of working experience in construction contracts management
  • Registered graduate engineer
Knowledge, Skills and Experience
  • Knowledge and understanding of asset management principles, systems and techniques, including the ability to perform data interpretation and analysis to assist with asset planning
  • Excellent written and oral communication skills, including the ability to communicate with a range of stakeholders
  • Demonstrated ability to identify asset condition and formulate and implement an improvement plan for asset service delivery.
  • Demonstrated analytical, conceptual and problem-solving skills with a high degree of initiative and flexibility including ability to initiate and respond effectively to change
  • High level skills in the use of computer software for project management, asset management and data analysis
  • Strong leadership skills, with a proven ability to role model values and behaviours
  • Strong organizational skills.
  • Demonstrated ability to act with integrity at all times, with all stakeholders
