Job Description

The Regional Office for Southern Africa of the Dutch Humanist Institute for Cooperation with Developing Countries Hivos, aims towards an open and green society, inspired by humanist values such as freedom, dignity, responsibility and curiosity. Hivos will soon be managing a new project in Malawi called Voices and Actions for Accountability in Malawi (VAAM!). The Project to strengthen the capacity of Malawian CSOs, Media and selected local government authorities in evidence gathering, analysis and the publication of the findings. This will contribute towards the viable, inclusive and transparent public budget and procurement processes. This action will improve accountability mechanisms particularly in the area of low performance in financial management, public procurement, governance and service delivery.

The three-year project will result in the enhanced capacity of CSOs, media, high spending Government Ministries, Departments and Agencies (MDAs) and local government authorities of the seven districts in Malawi that will lead to increased transparency and accountability in PMF. Specifically, the action will result in effective budget tracking and scrutiny of public procurement and expenditure by CSOs and media with a view of demanding accountability from duty bearers. Furthermore, through training, high spending MDAs and local government authorities will become knowledgeable on modem accountability mechanisms and practices based on data and ICTs, they are likely to become more transparent and accountable to the citizens.

Project Coordinator – Voices and Actions for Acoountability in Malawi (VAAM!) (Fixed term contract- full time) in Malawi

The job

The Project Coordinator (VAAM!) is part of the Open Society Team in the Hivos Hub for Southern Africa. In particular, the Project Coordinator focuses on the Hivos thematic area that addresses Transparency Accountability and Freedom of Expression.

The Project Coordinator is responsible for implementing a number of programme activities; project management, strategic partner management, stakeholder management, grant making and directs the delivery of project’s results.

As a member of the Hivos Regional team and reporting to the Regional Director, the Project Coordinator in Malawi contributes constructively and positively to the overall and regional Hivos policies in Malawi; positions Hivos in Malawi in line with its’ policies; initiates and coordinates innovative and creative programmes and initiatives, forges strong relationships and builds supportive networks with relevant stakeholders notably in civil society. The Project Coordinator works for 100% of his or her time on a responsible for VAAM! Project.

This project is executed in Malawi. The Project Coordinator Responsibilities are as follows:

  • • Manage the project officer

The person

  • You are a qualified individual with strong analytic skill and an ability to translate analysis into meaningful interventions.
  • You are passionate about transparency and accountability, Public Finance Management, open government partnership.
  • You have excellent project management skills. You are entrepreneurial and not afraid to try something new.
  • You are a good networker with a proven ability to mobilize your network in support of the programme objectives.
  • You are a capable process manager, sensitive to social and political environment and trends in the Southern African Region, able to transform ideas into tangible solutions; and have experience in co-creation and managing multi-stakeholder projects.
  • You have a proven track record in fundraising and lobby and advocacy, are self-disciplined and do not shy away from administrative tasks as part of your responsibilities. The Malawi office is a small office still, so a certain level of independent working is required.

  • Level of professional and analytical ability
  • Relevant Degree in the thematic areas mentioned
  • Recognised expert in relevant field, transparency and accountability, Public Finance Management

Relevant work experience: 5-10 years
  • Experience in programme management.
  • A proven track record in resource mobilisation
  • A proven track record in lobby and advocacy
  • Recognised (social innovation) expert in sector or region.
  • Access to local and international network.
  • Excellent organisational, writing, analytical and administrative skills
  • Self-motivation and enthusiasm and ability to work under own initiative

Hivos offers a challenging position in an international environment

The Regional office is based in Harare, Zimbabwe. This position will be based in Malawi. Hivos welcomes applications from citizens from countries in the Southern African Region but can only offer a position to only those with a valid work permit for Malawi, and can only offer employment on local terms and conditions.
