BACKGROUND 
With support from the Bill and Melinda Gates Foundation, a consortium of four organizations – consisting Lighthouse Trust (LHT) as Prime, Baobab Health Trust (BHT), Luke International (LIN) and International Training and Education Center for Health (I-TECH) was awarded a four year grant to implement Kuunika “Data tor Action” Project which aims at meeting a range of technological innovations, knowledge translation, and health system strengthening needs of the Government of Malawi (GOM). The consortium will collaborate with Ministry of Health (MOH) and several departments Within the MOH, including the Directorate of Planning and Policy Development (DPPD), Central Monitoring and Evaluation Division (CMED), Quality Management Directorate and Department of HIV and AIDS (DHA). The consortium will work with MOH structures across national, zonal, district, facility and community levels of programs that will be users of health data systems for planning, delivering and monitoring of health services.

Kuunika “Data for Action” Project will catalyse adoption of coherent national health data systems architecture and strengthen GoM’s ability to collect, analyse, and use routine health data for evidence based decision making.

The main objectives of this project are:

  1. To enable health data systems generate complete, accurate and timely HIV related health data across central, zonal, district, facility and community levels of care
  2. To increase data access and use by stakeholders at all levels of the national HIV related health response
  3. To strengthen the GOM data governance structure that implements and enforces coherent data collection & use policies and practices

The Kuunika Project Director (PD) will perform a variety of operational, administrative and analytical duties to ensure the project activities are effectively implemented. The PD will also provide leadership in areas such as project planning, monitoring contractual agreements, and other duties as required.

Responsibilities

Project management

  • Provide leadership in all aspects of Kuunika project including biomedical informatics, knowledge translation, Implementation Science, capacity building, strategic information and finance and administration
  • Develop and maintain a project management calendar containing reporting and development timeframes.
  • Lead communication/coordination of timely completion of project management functions with principal investigators, implementing partners and Ministry of Health
  • Ensure the development, performance and maintenance of policies, norms and standards in the implementation of Kuunika Project
  • Develop partnerships and manage stakeholders in collaboration with consortium members
  • Undertake human resource planning and management
  • Attend meetings on technical and policy working groups
  • Coordinated by the Co — Principal Investigator, the PD will overseeing the writing of technical reports for submission to Steering Committee and Donor
  • External routine reporting to development partners, MOH and the organization including the development and revision of reports and presentations effectively conveying project achievements and challenges.
  • In coordination with the Project Technical Advisor liaise with CMED and other departments in the MOH and other stakeholders for effective integration of Kuunika Project in the National Program

Program monitoring & evaluation

  • Providing oversight to monitoring of program indicators
  • Develop assessment and program evaluation protocols
  • Analyze qualitative and quantitative data
  • Collaborate with team members to frame, document, and disseminate accomplishments.
  • Maintain an effective working relationship with consortium members, MOH and other stakeholders

Requirements

  • Master’s or PhD degree in public health, Epidemiology, Bioinformatics, project management or relevant field plus five years’ at management level
  • Must be able to obtain, analyze and evaluate a variety of information; organize, interpret and present It in meaningful form for varied audiences and provide solid analysis leading to sound decision-making
  • A strong background in health programmes, having managed projects wherein systematic input, output and process data were collected and used to guide programming
  • Solid experience in the management of people and systems in high pressure environments
  • Above-average problem analysis and solving skills
  • Knowledge of and experience in managing projects across different sites
  • Demonstrated excellent writing and presentation skills and experience
