Center for the Development of People and Jhpiego, through the Gateway Program are supporting Ministry of Health (MOH) to address the unmet need for HIV testing services (HTS), by increasing uptake of HIS, care and treatment, and prevention services in Chikwawa District supported by the U.S Centre for Disease Control and Prevention (CDC) The interventions are aimed at achieving the three strategic goals of: increased access and demand for HTS; improved linkages to other HIV services, and improved quality of HTS.

Center for the Development of People is seeking to recruit suitably qualified and experienced Malawians in the position below:

Position: Project Field Officer ( 1 Position)

Supervisor: Project Coordinator

Location: Chikwawa

Reporting Date: Immediately

Reporting to the Project Coordinator, the Project Officer will be responsible for providing technical leadership for provision of Key population services S/he will coordinate HIV prevention activities among FSWs and MSM in selected hotspots and dusters in Chikwawa and to address the unmet need for HIV testing services (HTS), by increasing uptake of HTS, care and treatment, and prevention services. S/he will work directly with the district health office through the Coordinators or any designated office

Duties & Responsibilities

  • Ensure effective operation of the district activities by providing monthly activity plans.
  • Maintain a clean and well-arranged work station and create a friendly working environment with district and community-based health care facilities
  • Plan monthly FSWs and MSM health care interventions as necessary and implement according to plan.
  • Assess FSWs and MSM who come for services appropriately and establish health care needs, diagnose simple common health conditions and provide referral services timely.
  • Lead the strengthening of HIV/AIDS referral system for key populations at district and facility level and network service delivery points (System strengthening)
  • Follow up on all referrals made and ensure that data is correctly captured for FSWs and MSM accessing HTC, STI diagnosis and treatment, adherence to treatment
  • Source extra service provision for moonlight testing sessions in targeted hot spots from facility health care staff
  • Build a sound working relationship with district as well as facility
  • Provide FSWs and MSM with risk assessment and risk reduction counseling and facilitate health education sessions for FSWs and MSM in all the target hot spots and during outreaches.
  • Coordinate with district and Secretariat to provide HTC outreach services in the spots as per national HTC guidelines and quality assurance using national HTC reporting tools.
  • Provide post counseling follow-up to positive clients to ensure they are enrolled in care and provide adherence counseling to the FSWs and MSM on treatment
  • Maintain good quality clinic data and adequate commodities consumption records, calculate consumption and make requisitions on time to avoid stock-outs
  • Develop and implement worksite work plans for the district and spots and deliver performance indicators across the assigned area as per the program work plan (Work Planning and Impact)
  • Work with DHO to ensure that project is provided with adequate stocks of drugs and medical commodities as well as safe custody of the drugs and equipment in the facility and liaise with relevant authorities to ensure continues supply of test kits, condoms and other reagents to the facility.
  • Collect client data and store appropriately to ensure that confidentiality is maintained and be directly responsible for ensuring that all the required national reporting tools are correctly filled and submitted on time to the Project Coordinator and DHO or the designated district office,
  • Document lessons learnt and challenges to inform program decisions.
  • Submit timely reports to the Project Coordinator, ensure timely filing, filling and reporting to the Project Coordinator
  • Coordinate district quarterly review and experience sharing meetings with district partners facilities (Joint M&E)
  • Attend all quarterly coordination meetings

Minimum Qualifications for the Jobs
  • Hold a Diploma or a Degree in Nursing/ midwife from a recognized nursing training institution and in possession of a license from the Nurses and Midwifery Council of Malawi
  • At least three (3) years’ experience working in a busy Key population and/or HIV and AIDS service provision including HIV testing, STI screening and treatment, ART provision and care and support
  • At least 2 years of experience in HIV/RH clinical service delivery in some or all of the following clinical areas: HTS, STI, FP, ANC, RH, ART, Counseling
  • Familiarity with condom programming approach is additional advantages.
  • Experience working with key population is desired
