Project Fund Grant Manager

ActionAid Malawi (AAM) is a locally registered non-governmental organisation under the Company’s Act 1984 as a company limited by guarantee and is an affiliate of ActionAid International, a federation of national organizations working in over 45 countries in Africa, Asia, America and Europe regions. ActionAid has been working in Malawi since 1991 and works in partnership with communities, community based organizations, civil society, social  movements, and governments across the world to fight and eradicate poverty, injustice and exclusion. We work with and support poor and excluded people in the struggle to demand and claim their rights. ActionAid’s work is focused around women’s rights, education and youth, food security, just and democratic governance, human security and in HIV and AIDS.

ActionAid Malawi in consortium with Centre for Civil Society Strengthening (CCSS) and in collaboration with the Ministry of Gender, Children, Disability and Social Welfare (MoGCDSW), will implement a 2 year project worth NOK12.5Million funded by The Norwegian Embassy in Malawi. The project is named ’50:50 Campaign Programme-Increasing Women Political Participation and its main outcome is ‘Towards improved promotion and participation of women in leadership and decision making positions in Malawi.The Project will run from 1st December 2017 to 30th November 2019. The Malawi Electoral Commission’s accredited gender focused NGOs, UN Agencies and Parliamentary Women Caucus will participate in the implementation of the project.

Duration : Two (2) Years

Job Purpose

The Fund Manager will ensure the project’s financial integrity. She/he will take a lead in formulation of the project financial plan, budget, reforecast and provision of financial reports as may be required by the project management and oversight team as well as the donor. She/he will ensure financial compliance with donor and internal control measures, policies and procedures. The Fund Manager will be a full member of the Project Management Team ensuring delivery of the project objectives o time and within agreed budgets.

Key Responsibilities

  • Develops the project Standard Operating Procedure
  • Sets up the project accounting analysis code in the SUN ledger
  • Develops the projects financial reporting templates and guidelines
  • Ensures the project management team and other implementing partners understand the financial systems/timelines and have systems in place to meet them.
  • Coordinates the preparation of the project operational budget and its periodic revision of the budget forecast.
  • Ensures adherence to donor and the projects financial policies and procedures
  • Prepares period financial report with variance analysis and explanation on the same to be submitted to the donor at due dates.
  • Maintains the project assets registered, ensures that the project assets are insured and the project assets are disposed in accordance with the donor rules
  • Ensures compliance with relevant tax laws strategies
  • Provides financial risk analysis and recommendations on the risk management strategies
  • Prepares for and attends to the needs of internal and external auditors by way of participating in pre-audit meeting, prepare audit schedules as per checklist made available
  • Ensures financial capacity assessment of partner organizations


Qualifications, Skills and Competencies

  • Financial Management university qualification
  • At least 3 years post qualification relevant experience
  • Possession of a professional accounting qualification from a reputable institution is an added advantage
  • Experience of leading on financial aspects of donor contract management and providing advice on complex financial management
  • Experience of developing financial operational systems and schedules for large scale- multi-partner projects.
  • Excellent financial management and administration skills
  • Excellent interpersonal and communication skills
  • Proven ability to priorities in a demanding environment, multiple accountabilities, and too tight deadlines
  • Strong analytical, financial reporting and presentation skills with the ability to present complex issues clearly and concisely
  • Ability to work independently and be self-motivated
  • Knowledge of/and or experience of the Not For Profit, NGO and/or Development sectors.
  • Proven understanding of donor reporting e.g. NORAD, DFID and EC
  • Good working knowledge of computerized accounting packages and MS office (Excel), and experience in SUN and Vision
