DURATION: 1 YEAR with potential for extension

Due to anticipated expansions in PACHA activities, PACHA needs to employ an Executive Officer (Administrative Officer) to oversee PACHA core activities.  The position is based in Blantyre.

DUTIES AND RESPONSIBILITIES

Project Overview and Scope of Work
The Paediatric and Child Health Association (PACHA) in Malawi is a non-profit organisation established by paediatric and child healthcare professionals with the aim of improving children’s health in the country and region. PACHA is currently working with NEST and other partners to implement comprehensive newborn care through innovative lifesaving technologies, provision of both technical and clinical capacity-building, implementation of clinical and technical educational programs and the building of a sustainable distribution network.

The Administrative Officer’s role will be to manage the day-to-day administrative needs of the PACHA office and collaboration with NEST and other partners.

Primary Responsibilities

  1. Administrative Duties
    • Work with the Programme Manager for NEST 360 to ensure that there is good communication and coordination between PACHA and NEST
    • To support planning and implementation of joint PACHA and NEST activities
    • Establish a good working relationship with the Ministry of health Headquarters and other relevant stakeholders
    • Closely collaborate and coordinate with cooperating partners at national and district level to guarantee smooth implementation of activities and achievement of results as specified in grant agreements.
  2. Promote the profile of PACHA
    • Strengthening the pillars of PACHA
    • Help to develop a strategic plan for PACHA.
  3. Procurement and financial duties
    • Coordinate the purchasing of any essential office supplies and equipment as needed
    • Manage project vehicle use, maintenance and repair
    • Ensure a clean, conducive and smooth running office environment
    • In the absence of the Finance and Logistics Manager, the Administrative Officer will assist with financial and logistical duties
    • Ensure timely collection of membership subscription
  4. Event planning, travel support
    • Assist with the organization of conferences and meetings
    • Prepare all regular PACHA executive meetings and implement decisions
    • Manage the PACHA website and communication
    • Follow-up PACHA members
    • Organize logistics for PACHA activities such as trainings, travel and meetings
  5. Human Resource Management
    • Coordinate job advertisements, shortlisting interviewing and hiring of new staff
    • Oversee PACHA project staff as well as other office staff by managing leave requests, contracts, payroll issues
    • Advise the project leadership on all Human Resources issues, conflict resolutions and processes as needed
    • Serve as the liaison between administrative personnel and senior management, communicating needs and concerns so they can be handled expeditiously.
  6. IRB Support
    • Work collaboratively with PACHA executive to manage existing protocols, including tracking, renewals and amendments and facilitate communication with local and national ethics committees
    • Manage the compilation of grant documents as needed, including obtaining key signatures, delivery of documents and tracking status through detailed follow up with institutional Pls and Financial Officers
    • Data management skills and project management and data entry skills and coordination.


Education requirements

  • Minimum of a Degree with experience in administration,finance or project management. Those with some experience in the health sector will have an added advantage
