1. Background

The Government of Malawi has signed a loan and grant package from African Development Bank (AfDB) amounting to UA 9.56 Million (approx. USD 13.19 million). The loan and grant’package is for the implementation of the Sustainable Fisheries, Aquaculture Development and Watershed Management (SFAD-WM) Project. The purpose of the project is to contribute towards poverty reduction through improved fish commodity value addition and increased consumption, strengthened nutrition security, and build climate resilience in Malawi. The project therefore aims at improving the management and utilization of the fisheries resources along Lake Malawi and Lake Chilwa fishing communities as well as developing aquaculture to complement the dwindling production from the natural lakes. In terms of project scope and beneficiaries, the interventions will target fishers, fish farmers, fish processors, retailers, wholesalers, traders, technicians and allied industries that Include boat builders, gear repairs, fish feed formulation and packaging, transportation, retail and wholesale markets. A total of 20,000 beneficiaries that include youth and women will be targeted. The program will link up with TEVET to build capacities of the mentioned beneficiaries in various fields. It is anticipated that the program shall support over 50 SMEs to establish their own businesses in the various fields and in total the project is expected to create 150,000 direct jobs and 250,000 jobs indirectly. In terms of its geographical scope, it covers 11 lakeshore and non-lakeshore districts including entire basins of Lake Malawi and Chilwa, part of Shire River and selected upland districts for aquaculture. The five targeted zones include: a) Karonga (Chitipa and Karonga); b) Mzuzu (Rumphl, Likoma, NkhataBay and Mzimba); c) Salima (Nkhotakota, Salima, Dowa, Lilongwe, Mchinji, Ntchisi and Mchinji); d) Machinga (Balaka, Zomba, Machinga and Mangochl); and e) Blantyre (Mulanje, Chiradzulu, Thyolo, Blantyre, Phalombe, Chikwawa, Nsanje. Mwanza and Neno). The project timeframe is 60 months effective January 2020.

The Ministry of Agriculture, Irrigation and Water Development through the Department of Fisheries would like to set up a Project Implementation Unit (PIU) in Lilongwe, through the existing Government structures, which will be responsible for undertaking the day to day operational and administrative tasks, procurement, financial management, monitoring and evaluation as well as project implementation. The Ministry, therefore, seeks to use part of the proceeds of the loan/grant package to recruit individual consultants to fill the position of the Agribusiness and Value Chain Specialist to provide services in the Project Implementation Unit (PIU).

Terms of Appointment: Five (5) year contractual appointment renewable every year following excellent performance evaluation.

2. Activities and Responsibilities

The Aquaculture Production Specialist will be responsible for coordinating activities related to Aquaculture ventures both on the lake and inland. The successful candidate will work closely with the Fisheries Resource Management Specialist and WorldFish Malawi.

  • Coordinating technical activities on aquaculture development;
  • Planning of aquaculture development activities in consultation with the members of the PIU team and taking into account the venous constraints;
  • Coordination of the activities of other members of the technical team and partners involved, by participating in the participatory approach supporting all activities of the project;
  • Coordination of the annual programming of the aquaculture activities;
  • Monitoring execution of aquaculture development activities;
  • Production of technical files (Bidding documents (BD), TOR, technical reports, etc.) related to aquaculture workplan:
  • Contribution to the selection and recruitment of the various service providers (design and control offices, companies) to work on the project:
  • Monitoring the quality control of studies and works related to consulting firms;
  • Participation in the identification of key monitoring and evaluation indicators related to the management of facilities and infrastructures in his sector;
  • Promotion for the different types of infrastructures, inclusive practices favoring the proper maintenance and good management of feed formulation, quality seed production and brood stock development:
  • Development of the procurement plan of goods services and works planned in his field,
  • Participate In the monitoring and evaluation of the project;
  • Preparation of periodic reports of activities and timely transmission to the PIU Coordination;
  • Constant search for beneficiary ownership of project achievements.

3. Qualifications
  • Fisheries biology, aquaculture or fish geneticist, or equivalent with advanced university degree with over seven (7) experience in aquaculture project management and value chains;
  • Demonstrated successful experience in conducting and managing fisheries/aquaculture development projects funded by multilateral donors including the African Development Bank;
  • Good knowledge of the problem of design, maintenance and management of aquaculture equipment in the interest of sustainability of investments;
  • Desired experience or knowledge of AfDB rules and procedures (procurement and disbursements);
  • Ability to work with various government departments, companies, other projects, NGOs, associations and producer groups and cooperatives;
  • Good computer skills (including Word, Excel, MS Project, Access, etc.).
