Job Description

The Roads Authority (RA) was established in 2006 through an Act of Parliament. it is mandated to ensure that public roads are constructed, maintained or rehabilitated at all times; and advise the Minister of Transport and Public Works and, where appropriate, the Minister for Local Government on the preparation and the efficient and effective implementation of the Annual National Roads Programme. Following a recent organisational review which the institution underwent, some new positions have been identified. Applications are therefore invited from suitably qualified Malawian candidates to fill the following post which has been created as a result of the review: – Assistant Procurement Officer

Assistant Procurement Officer


JOB DETAILS Job Title: Assistant Procurement Officer Grade: RA 8 Section: Procurement Reporting to: Regional Manager Supervising: None JOB PURPOSE To manage procurement processes at regional level

DUTIES, RESPONSIBILITIES AND JOB OUTPUTS

Key Duties and Responsibilities

Job Outputs 

  • Participate in preparation and publication of procurement notices, Procurement notices, invitation of bids and calls for expression of interest Procurement notices
  • Maintain procurement registers and files Procurement registers and files
  • Assist in preparing procurement reports Procurement documents
  • Ensure that signed contract copies are distributed to all relevant units and clients Distributed contract copies
  • Handle the dispatch and collection of procurement mail. Mail dispatch
  • Participate in the development and review of procurement records management systems and policies Updated procurement policies and systems
  • Assist in verifying and vetting procurement documents to ensure adherence to relevant regulations. Vetted procurement documents
  • Prepare bid documents and participate in evaluation of tenders Bid documents and evaluated tenders
  • Carry out data entry and processing activities Data entry services
  • Carry out any other duties as assigned from time to time As instructed

PERSON SPECIFICATIONS

Qualifications and Experience

  • Diploma in procurement and supply from a recognized university
  • At least 2 years’ experience in procurement of Works, Consultancy Services and Goods Knowledge, 


Skills and Abilities
  • Must be computer literate
  • Ability to understand and interpret Public Procurement related laws and regulations
  • Honesty and integrity
  • Ability to pay attention to detail.
  • Excellent numerical and analytical skills.
  • Good communication skills
  • Good report writing skills
