Job Description

INTRODUCTION

The National Planning Commission (NPC) is an independent think tank that was established through an Act of Parliament in 2017. The Commission as an autonomous public institution is mandated to lead in medium and longterm national development planning and overseeing implementation of the plans. To this end, the specific functions of the Commission include: (i) identify Malawi’s socio-economic development priorities and formulate the national vision and strategy for social and economic goals taking into account the country’s resource potential and comparative advantage; ii) Oversee implementation of the long-term national vision and strategies and the medium-term development plans; (iii) formulate innovative and progressive flagship projects and programmes for implementation in line with the national vision and strategies for the country; (iv) identify and commission research on any matter the Commission deems relevant to the attainment of the objects of the National Planning Commission Act; (v) engage relevant individuals and institutions in all sectors of the economy in conduct of its functions under the National Planning Commission Act; (vi) appraise the State President and the National Assembly annually on the progress made with regard to the implementation of plans, programmes and projects; (vi) and perform any other functions in relation to national planning as the Commission may deem appropriate for achieving the purposes of the National Planning Commission Act.

In order to fulfill its mandate effectively and efficiently, an opportunity has risen as part of the institution setting up process to fill positions with qualified persons at its Head Office in Lilongwe. The Commission, therefore, invites applications for suitably qualified candidates to fill these positions.

These are highly demanding positions that require persons who have demonstrable capacity and qualifications towards making the Commission a Centre of Excellence in medium and long term national development planning and overseeing implementation of the plans. More importantly, the Commission seeks professionals that are motivated and enthusiastic about driving the new development narrative of moving away from the self-defeating poverty-reduction agenda that has characterized the country over the past decades towards the agenda of ‘spearheading wealth creation for all’

The following are the required personnel and work-related traits for the positions.

KNOWLEDGE AND LEARNING DIRECTORATE


Position: CAPACITY BUILDING OFFICER (NP5)


Under the direction of the Senior Capacity Building Specialist, the key highlights of the position of the Capacity Building Officer are as follows:


Key Duties and Responsibilities

  • Support the design and implementation of effective learning activities;
  • Support the scoping and implementation of appropriate and effective knowledge capture and sharing activities;
  • Facilitate the organization of knowledge sharing events including seminars/webinars, workshops, conferences, and peer learning sessions;
  • Support the identification and management of technical website content in collaboration with technical experts;
  • Document and share lessons learned and best practices and other knowledge management activities;
  • Support the engagement of partners and other knowledge and learning networks;
  • Support the development and Implementation of the Knowledge and learning strategy for the Commission;
  • Facilitate knowledge and learning needs analysis assessment;
  • Support sustainable capacity building initiatives;
  • Prepare reports, briefs, fact sheets, training manuals and other publication,


Minimum Academic and Professional Qualifications/Experience

  • Master’s degree with 5+ years of experience in knowledge management, organizational learning, international development, or a relevant advanced degree. Or Bachelor’s degree with a minimum of 8 years’ experience.


Person Specifications

  • Demonstrated understanding of knowledge management principles and capacity to deliver knowledge management and/or organizational learning activities;
  • Experience in economic development as it relates to medium term and long national development plans;
  • Demonstrated interest in and capacity to deliver knowledge management and/or organizational learning programs;
  • Excellent facilitation, program/activity management, written and oral communication skills;
  • Have a positive mind-set, motivation and enthusiasm on spearheading a ‘wealth creation for all’ agenda;
  • Have creative problem-solving and ability to work under tight deadlines;
  • Be a team player.
