INTRODUCTION AND BACKGROUND

The Malawi National Commission for UNESCO is a statutory corporation which was established on 23rd March 1979 through Malawi Government Gazette Notice No. 375 in line with Article VII of the Constitution of the United Nations Educational, Scientific and Cultural Organisation (UNESCO) with the purpose of linking UNESCO with the Government and principal bodies in UNESCO’s fields of competence (i.e. education, natural sciences, social sciences, culture, communication and information.

order to fulfil its mandate effectively and efficiently with strategic leadership and management Professionals, excellent and rare opportunities have arisen to engage qualified persons of Malawian origin to fill an Executive Management position of DEPUTY EXECUTIVE SECRETARY tenable at its Head Office in Lilongwe. The Commission, therefore, invites applications from suitable candidates of Malawian origin to fill these positions on a three (3) year employment contract.

This is a highly demanding position that requires persons who have demonstrable capacity to initiate administrative and managerial innovations geared at making the Commission a vibrant and competitive institution. The following are the required personnel and work-related traits for the position:

DEPUTY EXECUTIVE SECRETARY

Applications are invited from suitably qualified persons for the post of Deputy Executive Secretary of the Malawi National Commission for UNESCO.

Main Purpose of the Job

Under the general directions of the Executive Secretary of the Commission, the Deputy Executive Secretary will be the head of Programmes Department of the Commission and will be responsible for providing overall leadership and management to the Programmes Department

Main Duties and Responsibilities

The Deputy Executive Secretary shall be responsible for the following duties and responsibilities:

  • Provide overall leadership and guidance in the coordination of the various units of the Programmes Department.
  • Ensure the development and implementation of the overall budget, annual operational plans, and performance contract of the Programmes Department,
  • Ensure the establishment of effective and efficient administrative structures, processes, systems and internal controls in the Programmes Department,
  • Shall also be responsible for a particular programme in his/her area of expertise:
  • Coordinate the preparation of Board papers from the Programmes Department and provide follow up activities as may be required;
  • Oversee general administration and planning activities in the Programmes Department and influence procedural or policy changes to improve operations and quality service delivery:
  • Coordinate and ensure effective compliance to statutory and legal regulations.
  • Coordinate monitoring and evaluation of compliance to UNESCO protocols, conventions and treaties;
  • Monitor and influence procedural or policy changes to improve operations and quality service delivery
  • Ensure effective internal and external management of office communication services related to the Programmes Department:
  • Promote and ensure a safe, secure, modern and risk averse work environments.
  • Promote ethics and integrity standards in the Programmes Department;
  • Manage effective internal and external office communications:
  • Review, interpret and advise on the recommendations of the five (5) UNESCO Programme and Expert Committees: o) Advise and recommend on the official position on UNESCO related matters; and
  • Monitoring, evaluation and reporting on all programmes of the Commission
  • Any other tasks as may be assigned by the Executive Secretary.

Minimum Academic and Professional Qualifications and work Experience

A person shall be qualified for appointment as Deputy Executive Secretary, if such a person:
  • Holds a Masters and Bachelor’s Degree from a recognized and accredited university in any of the following areas: Education, Natural Sciences, Social and Human Sciences, Culture or Communication and Information.
  • Has at least five (5) years’ post graduate work experience in management position at any International organization or in the UNESCO’s fields of competence

Required Competencies

The following shall be the ideal required competencies of the Incumbent:
  • Diplomatic, pro-active, approachable, flexible, integrity and commitment to production results, self-motivated, dependable, organized, professional:
  • Demonstrated good industry knowledge in either the education; natural sciences; social sciences; culture; or communication and information sectors including involvement with ongoing national reforms;
  • Demonstrated working experience in the formulation and’or implementation of international agreements’ conventions/protocols and processes within the UNESCO areas of competence;
  • Demonstrated wide experience in national and/or international policy formulation processes,
  • Demonstrated good international exposure in international meetings and processes;
  • Demonstrated working knowledge:experience of institutional partnerships/collaboration frameworks;
  • Demonstrated competence and experience in dealing at Board levels of an Institution;
  • Demonstrated proven ability and results in heading an equivalent or comparable senior management portfolio;
  • Demonstrated a good degree of international exposure in international meetings and processes will be an added advantage; and
  • Demonstrated good knowledge and experience with policy formulation and legislative processes
