Job Description

A. INTRODUCTION AND BACKGROUND

ESCOM is a Limited Company incorporated under the Companies Act of the Laws of Malawi. Its core business is to purchase, transmit, distribute and supply electricity in Malawi and beyond.

In order to fulfil its mandate effectively and efficiently with a strategic financial leadership and management, an excellent and rare opportunity has arisen to engage a qualified person of Malawian origin to fill an EXECUTIVE MANAGEMENT POSITION OF DIRECTOR OF FINANCE tenable at Electricity Supply Corporation of Malawi Limited (ESCOM Ltd) Head Office in Blantyre. The Board of Directors of ESCOM therefore invites applications from suitable candidates to fill this position on a three (3) year employment contract subject to renewal based on performance.

This is a highly technical and demanding position that requires a person who has demonstrable capacity to initiate financial and managerial innovations geared at making ESCOM a vibrant and competitive institution. The following are the required personnel and work-related traits for the position:


B. MAIN PURPOSE OF THE JOB

The Director of Finance shall be responsible to the Chief Executive Officer in the performance of his/her duties and responsibilities to effectively and efficiently manage the Finance Division of the Corporation.


C. KEY RESPONSIBILITIES OF THE POSITION

The Director of Finance shall be responsible, but not limited, for the following:

  • Guiding and overseeing the overall finance function in line with the Corporation’s set goals;
  • Ensuring compliance with the Public Finance Management Act, Public Audit Act, Public Procurement and Disposal of Assets Act of the Laws of Malawi as well as other relevant statutes and regulations;
  • Liaising with External Auditors on all financial accounting and tax matters relating to the Corporation;
  • Ensuring compliance of financial procedures and policies of the Corporation;
  • Ensuring timely production of audited financial statements and compliance with relevant legislations;
  • Ensuring timely preparation of the revenue and capital budgets to facilitate translating into action the requirements in the Corporate Strategic Plans;
  • Liaising with other Departments to ensure that procurement and stock holding of materials is compatible with good financial management practices;
  • Determining viable electricity tariffs in liaison with relevant departments within the Corporation and the relevant regulator in the energy sector;
  • Minimizing financial and other risks by taking appropriate measures including utilizing of hedging and other available options;
  • Representing, directing and guiding the finance division in the Corporation’s strategic planning process;
  • Ensuring (through use of forecast models) proper corporate forecasting of sales, revenue and costs; including preparation of pro-forma financial statements;
  • Overseeing the smooth functioning of all the departments in the finance division; and
  • Carrying out any other duties as assigned by the Chief Executive Officer.


D. MINIMUM QUALIFICATION AND WORK EXPERIENCE

Applicants should have the minimum of the following:
  • Bachelor’s Degree in Accountancy or Finance;
  • Master’s Degree in Accountancy or Finance or Business Administration (majoring in Finance) from a recognised University;
  • Applicant must also be a registered member of Institute of Chartered Accountants in Malawi (ICAM) or other relevant and recognised professional body;
  • At least ten (10) years’ post qualification experience of which five (5) years should be at Senior Management level; and
  • Those with experience in the power industry will have an added advantage.

E. REQUIRED COMPETENCIES

The following shall be the ideal required competencies of the Incumbent:
  • Have sound understanding of the Public Finance Management Act, Public Audit Act and Public Procurement and Disposal of Assets Act;
  • Have excellent communication and interpersonal skills;
  • Be self-motivated, a team player and results oriented;
  • Be of high integrity; and
  • Have excellent analytical skills.
