District Community Mobilization Officer (2 Positions)

The District Community Mobilization Officer (DCMO) will be responsible for activating and organizing community related health activities in one of the sixteen ONSE districts. S/he will lead district-level community mobilization and behavior change efforts, coordinating these activities among a variety of stakeholders including: District Health Management Teams (DHMTs), Health Promotion Technical Working Groups (HP/TWG), District Health Promotion Teams, ONSE district staff, Civil Society organizations (CSOs), Community Health Teams (CHTs), Health Surveillance Assistants (HSAs), village health committees (VHCs), and other community-based groups.

Specific Responsibilities

Mobilization

  • Provide technical advice to the ONSE District Team Leader and the CM&E Team on tailored community mobilization strategies based on district establishment, priorities, and existing landscape of community structures;
  • Support roll out and orientation of new Champion Communities (CCs), and serve as the day-to-day link between CCs and ONSE. Ensure that CCs are mentored, supervised, and functional;
  • Support Community Health Action Group (CHAG) establishment and orientation as required and ensure that they are functional;
  • Lead planning, rollout, and follow up of community scorecard sessions, ensuring they are properly targeted by geographic and health area;
  • Ensure promotion of Chipatala Cha Pa Foni is integrated into all community-level SBCC activities; and
  • Ensure timely budgeting and liquidation of activity funds as per the ONSE and VillageReach Standard Operating Procedures.

Social Behaviour Change Communication

  • Work to build the skills of Health Surveillance Assistants (HSAs), Community Health Workers (CHWs), and Civil Society Organizations (CSOs) and Community-Based Organizations to educate the population on healthy behaviors and increase demand for services’
  • Support the DHMT and ONSE staff to develop a district-specific Social and Behavior Change Communication (SBCC) plan to be included in the District Implementation Plans. These plans will include SBCC strategies specific to underserved and marginalized populations, including young parents, first time parents, very young adolescents, and persons with disabilities;
  • Support implementation of district-specific SBCC plans, in collaboration with the DHMT, HSAs, CHWs, and CSOs;
  • Support malaria, WASH, FP and other centrally-funded ONSE SBCC activities as appropriate;
  • Work closely with BLM-funded district SBCC officers, ensuring mutual complementarity in activity scope and sequencing; and
  • Lead the community-based strategy for disseminating information on Chipatala Cha Pa Foni (CCPF).

Reporting, Monitoring and Evaluation

  • Assist the District Coordinator, as needed, in monitoring and evaluating the effectiveness of the community mobilization strategies employed and advise accordingly;
  • Develop bulleted weekly updates and circulate to the CM&E Team;
  • Provide detailed monthly and quarterly report inputs for all community mobilization activities and submit to CM&E Team according to agreed deadlines;
  • Work with HSAs and  M&E mentors  to collect, organize , analyze and report on community-based data on monthly basis and ensure monthly update of database;
  • Support District Coordinators, in the development and updating of a database of health facilities in the district, HSAs, village health committees, village clinics, under 5 outreach clinics, and other relevant information;
  • In collaboration with the District Coordinator, Regional Supply Chain Officer, and Pharmacy Assistant mentors, support community mobilization activities for supply chain initiatives, i.e. establishing or revitalizing village health committees (medicine subcommittee), with special focus on reporting status of health commodities;
  • Support supervision of Community Health Action Groups and Champion Communities by the CMT and ensure that it is documented; and
  • Support documentation of success stories on all ONSE community interventions.

Coordination and Collaboration

  • Support the health center management team, health center advisory committees, village health committee meetings, District Community Mobilization Teams (DCMTs), Community Health Action Groups and maintain minutes and then work through the appropriate channels to relay information to the communities;
  • Work closely with sub grantees to support implementation of WASH, malaria, and other SBCC activities as appropriate;
  • Work closely with BLM-funded Behavior Change Communications and Information Officers to ensure comprehensive promotion of youth friendly family planning services;
  • Participate in the district technical working groups on community activities;
  • Collaborate with DCMT to monitor community activities;
  • Assist in any other responsibilities as designated by the supervisor; and
  • Strengthen collaboration with other USG Health Promotion partners such as HC4L, One Community and Tiwalere II.

Qualifications and Experience

  • Diploma level or above, preferably in Health, community development, or related field;
  • Be familiar with collective community decision-making approaches and different social and behaviour change communication strategies;
  • Ability to harness the collective achievement and motivations that are internal to communities;
  • Experience in engaging populations including; women, men, youth, people with disabilities and children in time-bound specific activities that result in positive health outcomes;
  • Previous work experience in community mobilization with appropriate education qualification in Social Science or Public Health; and
  • Fluency in English and the preferred language in the district required.
  • Established cultural competency in partnering with racial, cultural and linguistically diverse groups.
  • Demonstrated understanding of challenges with working in rural, underserved and low-income context; experience living in and/or working in a low-income country a plus.
  • Proficient in Microsoft Office Suite (Word, PowerPoint, Outlook, Excel) and comfortable in a fast-paced technical environment.
