Job Description

Partners In Hope (PM) is a Malawian NGO based in Lilongwe. In addition to operating a general clinic, inpatient ward and HIV/AIDS clink, the program unit provides support to Ministry of Health and (PAM health facilities In eight districts from Chitipa to Nsanje. Teams are working to meet the 90-90-90 targets for HIV testing, retention in care and viral load suppression through training, mentorship, supervision and health systems strengthening. Partners in Hope — under the Care and Treatment Grant is seeking to recruit highly motivated individuals for the following positions:

Position: eHealth Manager  based in LILONGWE (1 position)


Overview of the role


To provide oversight of the HIS scope of work with the objective of ensuring that the HIS innovations implemented in PIH supported sites are of good quality, being used and are adding value to the overall goal of improving patient management Working in collaboration with Ministry of Health, USAID and other partners in the development and strengthening of information technology systems and software solutions that will improve data flow and use within PIN and its partners


KEY AREAS OF RESPONSIBILITY


Programme Management of eHealth Systems

  • Leads the implementation of eHealth application portfolio
  • Coordinates the integration of EMRS POC, eMastercard Health and other ehealth solutions data
  • Develops and executes the eHealth portfolio strategy under the guidance of the M and E director.
  • Manages the deliverables of sub-contractors and internal IT support teams
  • Supports the development and coordination of the use of e-Health tools (SOPS, other monitoring tools)
  • Tracks the documentation and development schedules for application improvements based on user feedback
  • Provides direction and programme implementation guidance and support of e-Health
  • Makes programme decisions and solves implementation challenges
Human Resources Management and Development
  • Supervises and monitors implementation of e-Heatth line with PIH policies and procedures
  • Leads in front line staff capacity building on e-Health
  • Works with HIS stakeholders (PIH programme staff, DOH/MOH staff and other groups) to develop and conduct programme interventions and management
  • Manages field implementation teams
  • Creates a positive and high-performance work environment
  • Engages with senior staff on e-Health progress across programs.
Data Management
  • Catalogues and maintains access control to all production data sets
  • Develops data use agreements and MOUs with outside contractors and consultants
  • Liaises with IT support Team to ensure all data remains secure and compliant with relevant country and PIH laws and regulations
  • Supports M&E team in establishing processes for data validation from routine scheduled reports such as cohort analysis reports
  • Liaises with program staff to ensure use of data in achieving program targets and planning programme interventions and improvements where gaps are identified
Stakeholder relations and management
  • Provides technical input in the development and improvements of e-Health applications with internal and external stakeholders
  • Negotiates deliverables and timelines with development contractors
  • Participates in the development of new business grant applications
  • Works with relevant stakeholders in ensuring scale up and proper utilisation of e-Health applications
Financial Management
  • Reviews budgets and inclusion of eHealth funding for program support
  • Reviews and monitors sub contractor budgets .
  • Research and Development
  • Prepares abstracts, manuscripts detailing the implementation and impact of PIH eHealth applications
  • Contributes data and analysis to partners and affiliated researchers to advance HIV clinical response
Quality Assurance and Quality Improvement
  • Develops, monitors and reports on Key Performance Indicators for HIS system in PIN supported health facilities.
  • Reviews, updates and enforces the use of Standard Operating Procedures.
  • Working in liaison with the HMIS and HIS implementing partner, identify systemic issues, initiate a root cause analysis, and implement interventions.
  • Performs periodic quality audits both within and at ehealth implementation sites under PIN,


Required Qualifications and Experience:

  • At least Bachelor’s Degree in Public Health, Epidemiology, Informatics, Computer Science, Statistics or any other relevant field. Those with Knowledge and experience of project design and management is a must.
  • Knowledge and experience of global health and health information systems in resource constrained settings
  • At least 3 years of progressive work experience in designing, developing, implementing and maintaining information management systems.

Knowledge, Skills and Abilities
  • Demonstrated knowledge in Medical Informatics
  • Demonstrated knowledge of statistics or epidemiology.
  • Able to multitask, be independent, mature and able to work under pressure.
  • Demonstrated excellent interpersonal skills as well as skills in supporting users at facility level
  • Willingness to work long hours in order to achieve project results
