Job Description

I-TECH Malawi has been privileged to provide technical support to the Government of Malawi Ministry of Health (MoH), since 2008, through seconded senior Technical Assistants, Programme Officers and Public Health Fellows. The International Training and Education Center for Health (I-TECH) was established in 2002 at the University of Washington in Seattle. I-TECH is funded by the U.S. Centers for Disease Control and Prevention’s Division of Global HIV and TB (CDC-DGHT) under the US President’s Emergency Plan for AIDS Relief (PEPFAR).

I-TECH Malawi wishes to recruit highly qualified and experienced person to fill the following position.

Position: Finance Officer

The Finance Officer (FO) will manage the financial resources of the Civil Registration Vital Statistics (CRVS) project. The FO will oversee all finances for this project allocated to I-TECH and the National Registration Bureau (NRB). The FO will functionally report to the NRB Director and administratively report to the Country Representative. S/he will work independently according to guidelines, policies and procedures as laid out by NRB and its donors and may be further supported by I-TECH finance staff. The FO will ensure that budgets, cash flows and other financial forecasts of this project are prepared; that management accounts and reports are submitted to partners/donors, management and other implementing partners; that all relevant audit schedules for external auditors are prepared, and that records of all financial transactions are well maintained. The FO will further ensure compliance with relevant rules and regulations of the Malawi government, United States Government (USG) partners, including the Centers for Disease Control and Prevention (CDC), the University of Washington and I-TECH.

Duties and Responsibilities


  • Develop draft budgets, cash flow projections and financial forecasts and liaise with all relevant departments and implementing partners on the same.
  • Ensure NRB has enough funds on hand for implementation and ensure project funds are being utilized according to standard operating procedures and applicable funding rules and regulations.
  • Prepare variance analysis reports and provide oversight as needed to budget holders.
  • Manage external audits and ensure that all recommendations made by auditors are implemented on time
  • Prepare and review monthly bank reconciliations and maintain general ledge
  • Verify field trip expense liquidations, and ensure that any cash not spent is deposited on time.

  • Act as the first level point of communication with donors and other stakeholders on project finances.
  • Assist in the preparation of monthly, quarterly and annual management accounts and reports, for submission to donors, NRB management and other implementing partners.
  • Report any irregularities to the CRVS Project Manager and the I-TECH Country Representative

Operations and Compliance
  • Maintain compliance with CDC fiscal policy per notice of award and GAAP standards of practice
  • Ensure annual work plan and budget are utilized as approved by CDC.
  • Ensure project assets are properly recorded and secured against risks.
  • Review sub-grantee procedures and supporting documents to ensure that funds are being used according to laid down procedures and agreements.
  • Ensure draw down contains supporting documentation and approvals from CDC.
  • Ensure all procurements and trainings $5000 or above sought approval from CDC before purchase.
  • Review fuel and other expenditure vouchers and ensure are charged to collect program budgets line items.
  • Ensure that all taxes on consultancy, contractors, suppliers and employees are deducted at source during payment and cleared according to the provisions of the national laws and regulations.
  • Ensure that all filling is done in a timely and accurate manner.
  • Receive and process supplier’s invoices, expense forms and requests for payment on time.

Human Resources
  • Ensure all employees have contracts and submits time sheets before salary is paid for every month.
  • Process salaries, pension and medical scheme for all project employees every month.
  • Supervise and review work completed by junior staff.
  • Resolve employee grievances.

Required Qualifications

  • Bachelor of Accounting degree or professional level, or the equivalent in Accounting, Business Administration or a related degree
  • Minimum of 5 years of progressive work experience in a similar finance role
  • Proficiency in use of Microsoft Excel and Microsoft Word, and demonstrated capacity of QuickBooks Pro or other comparable accounting software.
  • Proven knowledge of budgeting, accounting and cash control processes required.
  • Ability to work effectively in a fast-paced, politically and legally complex environment where priorities may change frequently.
  • Excellent communication, organizational and reporting skills, team player, trustworthy and responsible.
  • Fluency in both spoken and written English and Chichewa
  • Experience working with donor funded projects in the NGO sector in Malawi

Preferred Qualifications

  • Master of Business Administration (MBA)

Conditions of Employment
  • Appointment to this position is contingent upon obtaining satisfactory results from a criminal background check.
  • This 100% full time position is seconded to the CRVS project within the National Registration Bureau in Lilongwe.
  • Specific job-related training will be provided through in-house training, to familiarize and enable the incumbent to perform his/her duties in accordance with finance policies, NRB procedures and its donors. The FO is expected to maintain a close working relationship with relevant colleagues within NRB, I-TECH and CDC Malawi.
