Job Description

AMG Global’s client, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH (`GIZ Malawi’) seeks the services of a Head of Procurement.

Position: Head of Procurement

The position is tenable in Lilongwe.

GIZ Malawi supports the German Government in achieving its objective in the field of international cooperation for sustainable development. GIZ operates in ore than 130 countries around the globe. In Malawi, GIZ has been working for more than 50 years. The German International Cooperation currently focuses on three priority areas in the country: Education, Health and Private Sector Development in rural areas. In addition to the three priority areas, GIZ also work on public financial and economic management.

The Head of Procurement, under the supervision of the Head of Finance and Administration, working with all Programmes/Project Offices, will be responsible for:
  • providing leadership, direction and challenge to the procurement team, including deployment of relevant best practice development of team capabilities / competencies; and
  • ensuring all procurement team members are fully supported through a learning and development plan, coaching; up-skilling of competencies; and contribute to a stimulating environment that drives procurement best practise at all times.
  • Management of the Procurement Cycle: infer alia: processing requests, opening and verifying quotations and proposals, monitoring technical evaluation, conducting financial evaluation, awarding, and performing all closure-related processes.
  • Advisory to Programmes/Projects on planning procurement and contracting.
  • Negotiating Corporate Rates Contracts for selected groups of materials and services
  • Archiving of completed procurements and contracts in reference files in line with GIZ Rules.
  • Arrangements of safe transfers of goods to final destination and smooth customs clearance.
  • Educated in Procurement to Degree level, or equivalent + Full Membership of CIPS or equivalent.
  • Minimum 5 years’ experience and proven ability to deliver excellence in leadership role/s;
  • Proven procurement transformational management experience and success;
  • Experience in applying anti-corruption measures;
  • Proven affliction to IT systems and very good IT Skills;
  • Superior leadership, influencing and negotiation skills + Communication skills + Ethical/Integrity and strict adherence to professional conduct/standards.
