Job Description

Center for the Development of People and Jhpiego, through the Gateway Program are supporting Ministry of Health (MOH) to address the unmet need for HIV testing services (HTS), by increasing uptake of HTS, care and treatment, and prevention services in Chikwawa, Mwanza and Mzimba Districts supported by the U.S. Centre for Disease Control and Prevention (CDC). The interventions are aimed at achieving the three strategic goals of: increased access and demand for HTS; improved linkages to other HIV services; and improved quality of HTS.

Center for the Development of People is seeking to recruit suitably qualified and experienced Malawians in the positions below:

Position Summary

The HIV Diagnostic Assistant (H.D.A) will provide HIV testing and counselling services at the community level following index client testing and workplace testing approaches targeting key/at risk populations such as Female Sex Workers, Men having Sex with other me, and Priority Populations, under the Gateway Project. She/he works under close guidance and support from the Field (KP) Officers to support the implementation of quality HIV testing services in the community and linkages between HIV testing services and care and treatment services.

Duties & Responsibilities 

  • Provide individual client and group education, pre-testing counselling, HIV Testing and post-test counselling using standard protocols outlined in the approved MoH HIV testing and Counselling (HTC) guidelines.
  • Performing whole blood rapid HIV Testing using approved HTC Algorithms
  • Provide accurate and timely information to clients about HIV treatment availability, benefits and importance of partner testing.
  • Ensuring privacy and confidentiality when conducting HTC services
  • Adopt targeted community HIV Testing strategies to reach HIV high-risk population including index case testing, HIV Self Testing (HIVST) (where applicable), moonlight testing, and workplace testing.
  • Ensure effective client referral and linkages ART treatment and care, and to other supportive services including STI services, VMMC, cervical cancer screening.
  • Work closely with the Expert Clients to ensure clients are linked to care in the shortest time possible.
  • Alert the Field (KP) Officer of challenges with clients not linking to care;
  • Comply with Gateway data collection and reporting guidelines, including submission of daily, weekly and monthly reports.
  • Follow stock management practices to ensure adequate and consistent availability of HIV test kits, infection prevention supplies and other HTS supplies for community testing services.
  • Work with community based level counterparts on HIV related service delivery including HTS providers, HSAs, CBOs, VHCs, HIVST Distributors (where necessary)
  • Document best practices in HTC services in collaboration with the Field (KP) Officers;
  • Maintain effective internal communications to ensure that all relevant departments functions are kept informed of communications objectives;
  • Ensure sharing of information and knowledge within the project;
  • Perform any other program related duties as assigned by the supervisor, which will facilitate accomplishment of program objectives.

Qualifications, Experience, Skills and Competencies 

  • MSCE certificate is required. Additional related professional qualifications could be an advantage.
  • Successful completion of the nationally recognized HTC Counsellor Training Course;
  • Minimum 1 year experience working in the health sector with a focus on HTC;
  • Sound understanding of HIV/HTS services including understanding of the health sector policies and program frameworks pertaining to HIV/HTS;
  •  Good interpersonal and communication skills; fluent in relevant local languages,
  • Demonstrated experience working with various community structures such as VHC, ADCs, and CBOs will be an advantage.
  • Ability to work effectively in a team as well as independently.
  • Working literacy in Word, Excel and Email (Outlook)
  • Ability to work in a complex environment charged with multiple tasks, short deadlines and intense pressure to perform;
  • Motivated, passionate, and hard working.
