Human Resources & Administration Manager

Job Description

The Smallholder Farmers’ Fertilizer Revolving Fund of Malawi (SFFRFM) is inviting applications from suitably qualified candidates of Malawi origin to fill the position of Human Resources and Administration Manger tenable at its Head Office, at ULIMI House In Blantyre. The Human Resources and Administration Manager will be reporting to the Chief Executive Officer. The Human Resources and Administration Manager’s overall responsibility will be to provide leadership In the planning and execution of strategic human Resource and administrative management functions of The Fund.


1. SPECIFIC DUTIES AND RESPONSIBILITIES


  • Provide leadership for the formulation of HR strategy, policy and annual programs of action.
  • Participate in the formulation of departmental budgets and manage resources allocated prudently and in compliance with the Fund’s financial policies and practices.
  • Conduct traning needs analysis annually, develop a training plan, and ensure its implementation to meet staff training and development needs.
  • Administer staff performance and reward management systems, processes and procedures.
  • Develop and maintain a database of staff records in appropriate formats enabling quick access and retrieval.
  • Provide leadership in the management of HR policies and procedures relating to staff discipline and good working relationship.
  • Administer and manage labour relations policies, grievance and disciplinary procedures.
  • Interpret HR policies, terms and conditions of service.
  • Initiate recruitment processes to fill vacancies in liaison with relevant Heads of Departments.
  • Administration of the pension and medical aid scheme.
  • Supervise the maintenance of leave records.
  • Maintenance of the Fund establishment and the preparation of staff quarterly returns and the determination of permanent and temporary employees.
  • Management of staff welfare and corporate social responsibility programmes.
  • Management of transport, security and the identification of office needs and requirements.
  • Efficient deployment of labour.
  • Initiate updates of job descriptions of staff in liaison with Heads of Departments.
  • Perform any other duties and responsibilities as delegated by The Chief Executive Officer from time to time.


2. QUALIFICATIONS AND EXPERIENCE


  • A Master’s Degree in Human Resource Management or Public Administration or equivalent obtained from a reputable University, with three years post qualification experience.
  • A Bachelor’s Degree in Human Resources Management ,Business Administration or Public Administration obtained from a reputable University with five years post qualification experience in Human Resource Management or Administration.
  • Possession of a professional qualification in Human Resources Management or Administration with five years post qualification experience will be an added advantage.
  • Five years experience in a reputable commercial organisation.

3. SKILLS AND PERSONAL ATTRIBUTES

  • Extensive experience in human resource management and administration, Industrial relations, Malawi’s Labour laws and regulations.
  • Clear understanding of the business environment of the industry.
  • Able to prioritise work effectively for execution with limited resources.
  • Problem solving and decision making.
  • Excellent interpersonal Skills and should be able to deal with a diverse workforce.
  • Excellent oral and written communication skills and negotiation skills.
  • Be a self-starter, effective team player and with demonstrated verifiable result-oriented track record.
