Position: JUNIOR ADVISOR FOR KNOWLEDGE MANAGEMENT AND MONITORING



Responsibilities


The junior expert for knowledge management and monitoring will have the following responsibilities.

  • Support monitoring activities and deputise for the responsible monitoring expert O Handling data in monitoring and process them
  • Linking monitoring and knowledge management
  • Building up a working knowledge management system at MIERA


Details of Tasks


Support of monitoring activities and deputise for the responsible monitoring expert Li to get well acquainted with the monitoring of GIZ
  • to get familiar with the monitoring system of MIERA
  • to get familiar with MIERA and its impact matrix:
  • indicators
  • resuIts
  • outputs
  • activities
  • milestones of the operational planning
  • needs of data
  • to understand the system and the data, which must be put into the system and manage the data
  • to represent the responsible monitoring expert and the monitoring unit on request

Handling data in monitoring and process them
  • to get acquainted with the data needed for monitoring to know how to analyse and evaluate data o IV collect data in order to:
  • be aware always of the progress of the programme regarding the indicators
  • be aware of positive and negative results achieved but not caught by the monitoring of the indicators
  • collect all relevant data needed for the progress report o feed the management with data for the steering of the programme
  • regularly report on progress and failures of the programme
  • contribute actively in all kind of programme and project progress missions
  • to become capable of
  • assessing data
  • processing data
  • using data
  • explaining data
  • reporting based on data
  • processing data for communication purposes
  • to be able to give answers concerning the monitoring system at all times

Linking monitoring and knowledge management
  • to make regular duty trips in agreement with the management and the decentralized staff for the data analysis
  • to give feedback to the project managers and the programme management on a regular basis
  • to report at meetings on progress and on achievements in the projects from a monitoring point of view
  • to contribute to the development of print media, TV and radio programmes
  • to support and follow up the regular success story writing
  • to support and integrate the outcomes of all kind of programme events
  • to work closely together with the management and the team in order to have a good knowledge management at any time

Build up a working knowledge management system in MIERA
  • to acquire good working knowledge of all kind of GIZ documents related to knowledge management
  • to get familiar with all relevant programme documents
  • to keep regular contact with the programme staff in order to get them on board for all kind of knowledge management affairs
  • to plan and organise knowledge management events (conferences, contributions of trainees and consultants, debriefings etc )
  • to support the definition of knowledge management for new projects and new programme phases
  • to develop the knowledge management system in the direction of digitization and improvement of reliable data collection
  • to perform all kind of duties, the team leader hands over to him/ her


Required qualifications, competences and experience (essential vs. desirable)


Qualifications
  • Education- Bachelor’s degree from a recognized university in a development field, social science, economics, or relevant discipline.


Work experience

  • Minimum of 3 years of professional experience in the sector of result-based monitoring (ideally in the domain of rural development)
  • Minimum 3 years of professional experience in an international NGO or cooperation body
  • At least 3 years of professional experience in a comparable position

Language Proficiency
  • High proficiency in spoken and written English

Job knowledge
  • Demonstrated ability in data analysis, project design, monitoring, and evaluation of development activities
  • Experience developing results frameworks, logical frameworks, or similar toots for project design
  • Experience developing and/or using performance management plans or similar tools
  • Demonstrated knowledge of and experience in monitoring and evaluating programs ❑ Skills and abilities:
  • Excellent analytical skills and the ability to summarise disparate information in a clear and concise manner
  • Excellent research and data collection methodology skills
  • Skills in supporting staff with a variety of levels of knowledge and capabilities
  • Finely tuned organisational skills and ability to work on one’s own initiative at the conceptual level
  • Ability to work independently to efficiently meet deadlines
  • Strong interpersonal skills Very good working knowledge of ITC technologies (related software, phone, fax, email, the Internet) and computer applications (e g MS Office)
