Job Description

Center for the Development of People (CEDEP) is a registered human rights organization dedicated to addressing the needs. improving the lives, and providing support for some of Malawi’s most neglected minority groups through civic education, training, capacity building, networking and research. The mission of CEDEP is to create an enabling environment and protect the wellbeing of sexual minorities and other vulnerable groups.
Center for the Development of People and Jhpiego, through the Gateway Program are supporting Ministry of Health (MOH) to address the unmet need for HIV testing services (HTS), by increasing uptake of HIS, care and treatment, and prevention services in Chikwawa District supported by the U.S Centre for Disease Control and Prevention (CDC) The interventions are aimed at achieving the three strategic goals of: increased access and demand for HTS; improved linkages to other HIV services, and improved quality of HTS.

Center for the Development of People is seeking to recruit suitably qualified and experienced Malawians in the position below:

Position : M & E Officer (1 Position).

Supervisor: M & E Coordinator

Location: Chikwawa

Reporting Date: Immediately

Monitoring and Evaluation Officer will be working under the direct supervision of the M&E Coordinator and in close coordination with the Project Coordinator and Project Field Officers. She/he will be mainly responsible for the monitoring and evaluation activities for the project.

Duties & Responsibilities

  • Conduct data quality assessment for completeness and accuracy by cross-checking all data collected
  • Train and mentor Field Officers and Peer Educators on collection forms and simple data collection mechanisms
  • Provide input to monthly, quarterly and annual reports on M&E aspects as well as working with Project Coordinator to assess quarterly project achievements.
  • Prepare source data for computer entry by compiling and sorting information; establishing entry priorities.
  • Process source documents by reviewing data for deficiencies; resolving discrepancies by using standard procedures or returning incomplete documents to responsible officer for resolution.
  • Enter program data in a timely and efficient way, adhering to established deadlines
  • Maintain data entry requirements by following data program techniques and procedures.
  • Verify entered data by reviewing, correcting, deleting, or reentering data, purging files to eliminate duplication of data in consultations with the M&E Coordinator, Project Coordinator and Project Field Officers.
  • Support the collection of data from designated hotspots and Health facilities on a monthly basis
  • Test system changes and upgrades where necessary by inputting new data; reviewing output
  • Secure information by completing data base backups.
  • Maintains clients and CEDEP partners’ confidence and protect operations by keeping information confidential.
  • Support the M&E Coordinator in generating standardized reports for program management on a monthly/quarterly basis, as appropriate.
  • And any other duties assigned by supervisors

Qualifications & Experience
  • Bachelor’s Degree in Public Health. Social Science, Statistics or other related courses desired
  • Two years specific M&E related work experience in the health sector, experience with HIV/AIDS programs preferred
  • PEPFAR monitoring, evaluation and reporting experience preferred
  • Computer proficiency in word processing, databases, spreadsheets, including advanced skills in at least two of the following programs. SPSS, Excel, Stata, and Ms Access.
  • Ability to transfer knowledge to diverse audiences through on-the-job mentoring
  • Experience in designing and implementing M&E systems
  • Willing to work with key population groups
  • Ability to meet deadlines with strong attention to consistency, detail, and quality.
  • Self-motivated and able to work without close supervision
