The German international cooperation currently focuses on three priority areas: education, health and private sector development in rural areas. In addition, to our work on these areas, we also work on public financial management and economic management. The Energising Development (EnDev) programme is a global energy access partnership active in 25 countries in Africa, Asia and Latin America that focuses on access to energy through sustainable market creation. EnDev looks into consumer awareness and consumer protection by stimulating demand and ensuring supply of durable energy technologies to all. EnDev is supported by Netherlands Ministry of Foreign Affairs, German Federal Ministry for Economic Cooperation and Development. Norwegian Agency for Development Cooperation, UK Department for International Development, Swiss Agency for Development and Cooperation and Swedish International Development Cooperation Agency.

Since 2005, EnDev has taken a leading role in promoting access to energy. In Malawi the Energising Development Programme (EnDev MW) is implemented by GIZ through a market-oriented and country-wide approach. By promoting clean cooking stoves, high quality, affordable and efficient picoPV systems and the usage of renewable energies for productive use the needs of the beneficiaries in Malawi are addressed with a bottom-up approach for market building. EnDev pushes for a continuous increase of energy access levels to allow for poverty alleviation and economic development. While striving for attributable and measurable results on the ground, EnDev will pursue opportunities for transformational change in the energy sector and is therefore following an iterative demand-driven approach. This flexibility is linked to a strong benchmarking which reflects EnDev’s strong results-orientation and commitment to achieve quantified goals. Through the support from the Embassy of Iceland in Lilongwe, EnDev MW has the opportunity in Mangochi district to intensify its efforts. EnDev MW will be implementing an integrated access to energy approach addressing the issues of cleaner cooking, off-grid household energy access, renewable energy for social institutions and improved energy access/ usage for productive use.

Therefore, GIZ is recruiting a EnDev Mangochi District Programme Coordinator.

JOB TITLE: EnDev Mangochi District Programme Coordinator


He/she will coordinate the implementation with stakeholders in the district — firstly, with the District Council and representatives of line ministries, implementing partners and other relevant actors. The EnDev Mangochi District Programme Coordinator will be based at the Mangochi Boma. The Programme Coordinator will share office with the field office of the Embassy of Iceland.

Core responsibilities

The core responsibilities of the EnDev Mangochi District Programme Coordinator will include, but are not limited to:

  • Support the programme to ensure: the coherent implementation and efficient coordination of the activities in synergy with the other intervention areas of the EnDev programme;
  • monitoring and evaluation of all programme interventions at district level;
  • close cooperation and coordination of project activities with the District Council, the field office of the Embassy of Iceland in Mangochi and the EnDev project management;
  • Establishing district work plans based on the programme-wide results matrix, ensuring the implementation is on track to meet set targets and compile regular technical reports for the commissioning agency (Embassy of Iceland in Lilongwe) and to EnDev headquarters.
  • Support accurate activity budget planning and monitoring according to provided rules/regulations. This includes monthly updates of budget plans, tracking of expenditures and procurement processes, as well as timely liquidations;
  • Ensure supervision and coordination of the activities implemented by implementation partners in the frame of partnership agreements and coordinate activities with other implementing partners as necessary,
  • Represent and report about the programme’s progress at round tables and coordination meetings;
  • Support knowledge management and external and internal communication, which include, among others, development of factsheets and various other publications (e.g. newspaper articles) as well as organization of field events and field visits;
  • Support M&E activities and data collection for result-based monitoring and accurate documentation of programme activities listed above;
  • Perform any other duties as assigned.

Activities and Deliverables

The EnDev Mangocht District Programme Coordinator will be required to:
  • Produce regular and complete work plans for project activities.
  • Elaborate reports on trainings, workshops and meetings attended.
  • Provide regular updates on progress of activities being implemented by partners.
  • Produce and update budget monitoring plans.
  • Support the design, development and implementation of the project’s M&E framework.
  • Complete other tasks and produce other outputs as instructed by the programme Team Leader.
Timeframe and Reporting

The employment contract will run until June 2021. The selected expert will report to the EnDev Team Leader on all project activities. He/She will report directly to the GIZ Malawi Country Director on all disciplinary issues.

Required Qualifications, Competences and Experience.

  • At least a Master’s degree in renewable energies, electric engineering, geography, marketing, business administration, social sciences, or related fields of study/other relevant qualification.
Professional Experience
  • Proven track record of minimum 5 years’ experience in project management or equivalent
  • Experience in working at district level would be an added advantage
  • Prior experience in the field of renewable energies (especially solar and electricity), home economics, social campaigning, social behaviour change (social) marketing, applied empirical social research and initial experience with monitoring and evaluation (M&E) of projects would be an advantage.
Other knowledge/additional competences
  • Very good English language skills — spoken and written
  • Strong desire for working in rural settings of Malawi, including strong community mobilization skills/ experiences
  • Strong team work as well as organizational, interpersonal and communication skills
  • Demonstrated creativity, flexibility and comfort in working with diverse populations in varying circumstances
  • Ability to communicate in Yao is an added advantage
  • Excellent computer skills in MS Office tools and business management software (Excel, MS Project and PowerPoint).
  • The candidate shall be able to work independently, able to engage and advise a broad range of stakeholders including government and development partners representatives as well as be flexible in terms of taking up various tasks according to programme needs.
  • The position requires willingness to frequently travel domestically
