In Malawi, CARE implements programs in Education, Food and Nutrition Security, Economic
Development, Humanitarian, Health, Governance, and Advocacy, with the empowerment of
women and girls as a central theme. CARE Malawi’s programs span all three regions of the
country and are implemented either through partners or directly by CARE staff.
Project Basic Information
In response to the challenges faced by youth—particularly adolescent girls and persons with
disabilities—in accessing and benefiting from Technical, Entrepreneurial, and Vocational
Education and Training (TEVET), CARE Malawi, with funding from the European Union through
CARE Deutschland, is implementing the Ntchito Mbambande Project in five districts: Blantyre,
Machinga, Dedza, Salima, and Mzimba South.
The project seeks to increase employability and self-employment opportunities for young TEVET
graduates and out-of-school youth, with a deliberate focus on gender equity, social inclusion,
and environmental sustainability. Specifically, Ntchito Mbambande aims to provide relevant,
innovative, and labour market-oriented digital and green TEVET training, both formal and
informal, targeting vulnerable youth—especially adolescent girls and young women.
Across the five target districts, the project will offer opportunities for 5,300 vulnerable youth to
access TEVET training and/or business incubation and start-up support. In addition, 11,250
community members will be engaged in gender equity and social inclusion dialogues to promote supportive environments for youth participation in TEVET. The project will also strengthen the
capacity of approximately 495 TEVET institutional and community-level instructors, enhancing
their pedagogical and technical skills to deliver high-quality, market-relevant training in their
respective trades.
Responsibilities of the Consultant
The consultant will be responsible for the following tasks:
• Preparation and submission of technical and financial proposals as part of the consultant
selection process.
• Submission of the inception report shortly after the contract is signed, detailing the
proposed evaluation design, methodology, work plan, and tools.
• Development of data collection tools for both quantitative and qualitative components of
the evaluation.
• Design and implementation of survey management and quality control tools to ensure
high data accuracy and reliability.
• Identification, management and supervision of the field data collection team, ensuring
adherence to methodological and ethical standards.
• Data analysis and interpretation, including preparation of preliminary findings and
insights.
• Preparation and submission of the draft midterm evaluation report to CARE Malawi.
• Incorporation of feedback provided by CARE Malawi and its partners on the draft report.
• Dissemination of study findings to CARE Malawi and other relevant stakeholders, ensuring
clarity and actionable recommendations.
