1. Background

The Government of Malawi has signed a loan and grant package from African Development Bank (AfDB) amounting to UA 9.56 Million (approx. USD 13.19 million). The loan and grant’package is for the implementation of the Sustainable Fisheries, Aquaculture Development and Watershed Management (SFAD-WM) Project. The purpose of the project is to contribute towards poverty reduction through improved fish commodity value addition and increased consumption, strengthened nutrition security, and build climate resilience in Malawi. The project therefore aims at improving the management and utilization of the fisheries resources along Lake Malawi and Lake Chilwa fishing communities as well as developing aquaculture to complement the dwindling production from the natural lakes. In terms of project scope and beneficiaries, the interventions will target fishers, fish farmers, fish processors, retailers, wholesalers, traders, technicians and allied industries that Include boat builders, gear repairs, fish feed formulation and packaging, transportation, retail and wholesale markets. A total of 20,000 beneficiaries that include youth and women will be targeted. The program will link up with TEVET to build capacities of the mentioned beneficiaries in various fields. It is anticipated that the program shall support over 50 SMEs to establish their own businesses in the various fields and in total the project is expected to create 150,000 direct jobs and 250,000 jobs indirectly. In terms of its geographical scope, it covers 11 lakeshore and non-lakeshore districts including entire basins of Lake Malawi and Chilwa, part of Shire River and selected upland districts for aquaculture. The five targeted zones include: a) Karonga (Chitipa and Karonga); b) Mzuzu (Rumphl, Likoma, NkhataBay and Mzimba); c) Salima (Nkhotakota, Salima, Dowa, Lilongwe, Mchinji, Ntchisi and Mchinji); d) Machinga (Balaka, Zomba, Machinga and Mangochl); and e) Blantyre (Mulanje, Chiradzulu, Thyolo, Blantyre, Phalombe, Chikwawa, Nsanje. Mwanza and Neno). The project timeframe is 60 months effective January 2020.

The Ministry of Agriculture, Irrigation and Water Development through the Department of Fisheries would like to set up a Project Implementation Unit (PIU) in Lilongwe, through the existing Government structures, which will be responsible for undertaking the day to day operational and administrative tasks, procurement, financial management, monitoring and evaluation as well as project implementation. The Ministry, therefore, seeks to use part of the proceeds of the loan/grant package to recruit individual consultants to fill the position of the Agribusiness and Value Chain Specialist to provide services in the Project Implementation Unit (PIU).

Terms of Appointment: Five (5) year contractual appointment renewable every year following excellent performance evaluation.

2. Duties and Responsibilities

The Monitoring & Evaluation (M&E) Officer will be in-charge of the design and Implementation of the project in close collaboration with the Project Coordinator. He/she will lead the participatory management of the project’s planning and monitoring & evaluation system based on formal systems. He (she) will work closely with the PIU team, including the Accountant, various project specialists and the Procurement Specialist.

  • Provide technical coordination of operational planning, monitoring of project activities, evaluation of results and performance,
  • Develop the terms of reference and ensure achievement of the reference situation of the project as well as the definition of the means to be implemented (equipment, data, information, etc.) for the collection and monitoring of performance indicators
  • Undertake implementation of the Planning and Monitoring System and periodic monitoring tools;
  • Develop implementation and monitoring plans for project activities and support the different departments involved in respecting work schedules,
  • Ensure the management of the monitoring and evaluation system through regular monitoring of the logical framework performance indicators (products, effects and impacts) during the execution of the Project;
  • Ensure the proper functioning of the monitoring and evaluation system and the rapid feedback of technical data from the various partners involved in the project;
  • Develop and implement the methodology for calculating the physical and financial implementation rates of the project;
  • Evaluate the results of all project activities and analyze gaps and their causes and propose corrective measures;
  • Provide accurate information on the level of project execution and product realization to the members of the project unit, the structures involved, the hierarchy and the Bank;
  • Organize the collection and processing of information needed to monitor the implementation of project activities;
  • Follow the main indicators and work closely with PIU experts, including the Administrative and Financial Manager, the Project Accountant and the Procurement Expert for the development of technical, financial and management control dashboards of the project;
  • Disseminate information on the evolution of the physical and financial execution of the project: m. Prepare quarterly and annual progress reports in liaison with the experts of the PIU for transmission to the hierarchy and the Bank;
  • Prepare situation and performance reports necessary for the organization of supervision missions, and meetings of the Monitoring and Steering Committees;
  • Organize and coordinate external monitoring-evaluation, audit, supervision, mid-term review and completion missions;
  • Participate in Bank supervision missions to the project;
  • Assist the Coordinator of the PIU and perform any tasks requested in the performance of his / her duties in order to achieve the objectives of the project.

3. Qualifications
  • Graduate in agro-economics, planning, rural development, or any equivalent discipline (Advanced level + 5);
  • Capable of synthesis, analysis and conceptualization of results based frameworks;
  • Relevant professional experience of at least five (5) years in monitoring and evaluation in the fisheries/agricultural and rural field and development planning or project management;
  • Ensured organization, Implementation and successful operation of the monitoring and evaluation system of at least two agricultural /fisheries projects;
  • Have a good knowledge of agricultural and rural development and planning for the implementation of agricultural/fisheries activities.
  • Mastering the value chain approach would be an additional asset
  • Experience in monitoring and evaluation of projects funded by multilateral donors or the African Development Bank would be an additional asset;
  • Excellent understanding of environmental or fisheries/aquaculture management issues;
  • Knowledge of Monitoring / Evaluation methods, tools and techniques and logical framework;
  • Very good knowledge of the computer tool (especially Word, Excel, Access, etc.)
