Job Description

Partners in Hope (PIH) is a Malawian NGO based in Lilongwe. In addition to operating a general clinic, inpatient ward and HIV/ AIDS clinic, the program unit provides support to Ministry of Health and CHAM health facilities in eight districts from Chitipa to Nsanje. Teams are working to meet the 90-90-90 targets for HIV testing, retention in care and viral load suppression through training, mentorship, supervision and health systems strengthening.

Partners in Hope – under the Care and Treatment Grant is seeking to recruit highly motivated individuals for the above vacant positions.



The District Monitoring and Evaluation (M&E) Officer will work as part of the M&E department and contribute to the organization effective monitoring and reporting system at district level. The Officer will directly contribute to strengthening data management, improving the quality and timeliness of reporting, increasing the utilization of routine monitoring data by district program teams, and assisting in building capacity of District mentoring and frontline health staff to utilize their data. District M&E officers will directly supervise DCMs.


  • Data management, Collection and Analysis
  • Lead district M&E initiatives that will require data collection and physical data entry into program and donor data bases.
  • In liaison with M&E RDQA Manager, conduct Routine Data Quality Assessments to ensure facility reported data is of high quality and standard Provide input into the design, adaptation of M&E tools.
  • Support timely data cleaning and ensuring all weekly, monthly and quarterly reported data on all indicators is complete
  • In liaison with M&E CQI Manager, provide support and contribute to the design, implementation and evaluation of all CQI related projects including all CQI capacity building initiatives.
  • Support the development of all CQI monitoring and evaluation (M&E) plans, indicators, data management systems, and standard operating protocols for data collection and analysis of CQI projects.
  • Assist in the analysis of program CQI data to support the continuous learning and adaptation of promising practices and in the preparation of data analysis related to QI projects for presentation to a diverse range of audiences.
  • Support facility based staff in compiling facility based M&E reports as required by the MoH and donors
  • Support mentoring program teams in review and analysis of dashboard on monthly, quarterly and annual basis.
  • Collect and report routine HIV-related data
  • Support district mentoring teams in preparation of reports e.g. quarterly, annual and other program reports
  • Perform any other tasks as may be assigned by the M&E Manager (SI) from time to time
  • Knowledge Building and Knowledge Sharing
  • Participating in district, and facility level M&E performance reviews and feedback meetings
  • Promoting a results-based approach to monitoring and evaluation, emphasizing results and impacts;
  • Providing M&E technical support and mentoring to FDCs, DCMs and other frontline staff on all data related issues
  • Building capacity of district mentoring teams in data analysis and interpretation.
  • Administrative and Logistic Support
  • Provide input into the design, adaptation and use of M&E frameworks and tools.
  • Ensure that M&E tools are available at facilities all the time Monitor implementation of M&E protocols on data privacy, data security, and backups in the context of data management
  • Establish and maintain good working relationships with District and facility MoH staff
  • Represent the organization at District meetings.

  • Bachelor’s Degree in Public Health, Epidemiology, or a related/relevant field ti Not less than 3 years’ experience in similar position
  • Excellent oral, written and interpersonal communication skills, including experience summarizing data in reports or presentations
  • Knowledge of analysis software such as STATA, SPSS, Excel
  • Knowledge of M&E systems/approaches gained through academic and/or professional experience
  • Knowledge of M&E systems in support of HIV/AIDS and/or public hearth care programming
  • Demonstrated experience with data management software e.g. Access
  • Willingness to occasionally travel to remote health facilities with poor road conditions
  • Ability to function well in a cross-cultural work environment
