POSITION: PROGRAM COORDINATORS - 2 (Education District Officer/ Coordinator)

RTI International is therefore requesting expressions of interest for the position mentioned below for the USAID-funded Malawi Early Grade Reading Improvement Activity (MERIT). The MERIT project is working closely with and supporting the Government of Malawi’s implementation of a national early grade reading program that aims to improve educational outcomes in Primary Schools. The successful candidates must possess excellent oral and written communication skills including fluency in English.

JOB SUMMARY: (Summarize in a paragraph)

The Education District Officer/ Coordinator will be responsible for Managing the program implementation and operations in the district(s) that fall under structure of the Ministry of Education, Science and Technology. Experience in program implementation, and representation is essential.

ESSENTIAL DUTIES

Main purpose of job (List primary duties that occupy a majority of incumbent time in order of importance):

  • Coordinate project activities within the district, tracks major developments and deadlines
  • Works with the Education Division Coordinator, Field Operations Coordinator and Division based staff to ensure progress and successful completion of project activities
  • Writes and timely submits reports as required by both the supervisor and the donor
  • Coordinates, implements and improves overall administrative operational practices and procedures within the District
  • Initiates correspondence to external and internal contacts, ensuring accuracy of information
  • Tracks and monitors progress of issues through to their resolution and identifies points of intervention
  • Screens correspondence and inquiries and independently responds or re-routes as appropriate
  • Prepares and monitors budgets for project activities
  • Coordinates the implementation of approved budgets for project activity implementation within the district by conducting trainings and workshops, disbursing allowances to participants and timely liquidating the allowance/training advances
  • Coordinates budget processes for implementation of project activities within the district
  • Establish and maintain a comprehensive filling system of project activity reports for the district
  • Plan, implement and report on MERIT monitoring of NRP Coaching and Teacher Learning Circles (TLCs) in schools within responsible district(s) to ensure that the 5 components of reading and the ATPs are followed in the teaching of reading.
  • Provide technical support to PEAs in coaching of Section Heads in schools within responsible district(s).
  • Monitor the implementation of community mobilization activities in schools within responsible district (s).
  • Collaborate with existing NGOs who are supporting in education in the district to share best practices.


MINIMUM REQUIRED EDUCATION & EXPERIENCE

Job Requirements are a combination of qualifications and related experience. Judgment of an acceptable equivalent combination, on an individual basis, is the responsibility of Management
  • Bachelor’s Degree and 6 years of experience or equivalent combination of education and experience.
  • A degree in Education, Social Sciences-, or a closely related field.
  • Experience with USAID or other major donors preferred.
  • Excellent coordination and organizational skills.
  • Strong interpersonal and communications skills.
  • Ability to work in a team environment.

Physical and mental demands of this role include those that must be met by an employee to successfully perform the essential functions of this job, as outlined above. Examples include: remaining in a stationary position for long periods of time; operating a computer and other office machinery; thinking, learning, and concentrating effectively and frequently communicating with other people, both within RTI and outside of RTI; frequently moving about inside and travel between offices and laboratories; frequently conducting laboratory site inspections (if applicable), ability to handle the stress associated in meeting frequent, multiple and tight deadlines, ability to work in excess of 40 hours per week as workload and deadlines may require, ability to have regular, reliable and predictable attendance.
