Job Description



1. Background

The Ministry of Health and Population (MoHP) of the Republic of Malawi is a key partner to the Global Fund in the fight against HIV/AIDS, Tuberculosis and Malaria (GFATM). The MoHP also partnered with the Global Alliance for Vaccine and Immunization (GAVI) to provide improved access to quality immunization services throughout the county. Under the GAVI HSIS and VIG grants, the MoHP provides leadership in the implementation of immunization activities and community based interventions through the Expanded Programme on Immunization (EPI) and the Community Health Section (CH) within the ministry. The MoHP management role involves grant implementation, ensuring financial accountability and anticipated programmatic and financial performance.

The Ministry of Health in this regard has a dedicated Programme Implementation Unit (PIU), set up under the office of the Secretary for Health to manage the Global Fund and GAVI grants. This Unit provides quality assurance, oversight, and guidance on routine management of projects funded under these grants.

The PIU is now looking for energetic, creative and highly skilled professionals to fill up the positions of

Position: Programme Officers for EPI and Community Health

Reporting to the Deputy Director EPI and Deputy Director Community Health respectively, the successful candidates will support the EPI and CH programmes in the Ministry of Health and Population with the day-to-day coordination and management of GAVI grants activities, ensuring that the grant is implemented in compliance with donor regulations.

The individual will oversee EPI and CH related grant activities implementation and work closely with the PIU to ensure accurate financial reporting and compliance,

The positions offers a competitive remuneration with an initial contract of 6 months with a possibility for extension subject to availability of the Gavi grant and satisfactory performance review.

The positions are open to both serving Civil Servants (to be seconded) and non — Civil Servants.

2. Duties and Responsibilities

  • Review of GAVI planned activities in close collaboration with the appropriate Programme Technical Officers and provide assistance during proposal preparation for funding.
  • Develop a Master Work- Plan with milestones for the GAVI grants implementation progress, with technical support from the appropriate EPI/ CH officers
  • Facilitate periodic reviews of progress in implementation of the GAVI planned activities, in close collaboration with the PIU M&E Officers.
  • Lead in the completion of the progress updates and disbursement requests related indicators fed in from EPI/ CH where applicable, in collaboration with the staff of the PIU
  • Identify GAVI implementation bottlenecks and refer to the relevant entities/ officers for resolution
  • Follow-up on proposals submitted for funding, pending procurement requests with the appropriate unit in the MOH headquarters to ensure timely turn around
  • Facilitate reconciliation of relevant funding advances, in collaboration with the appropriate EPI/ CH officers
  • Develop, implement, and train staff in the proper application of time-keeping, branding and marking, data collection and management, and programmatic reporting policies
  • Monitor the application of GAVI and Malawi Government policies
  • Work with PIU finance & Program staff to ensure accurate, timely, efficient and transparent process for the entire grant life cycle.
  • This entails pre-award management, tracking payments, reviewing or producing relevant reports, monitoring and post-award management
  • Undertake any other task assigned by the Directors of EPI/ CH programs.

3. Education
  • At least a Bachelor’s Degree in Health Service administration, Finance or Management Accounting or equivalent, Public/Environmental Health, Social sciences, Demography.

4. Experience
  • Should have at least 5 years working experience in public health programme management in a busy organization implementing vaccine or other related public health field.
  • Good knowledge of Immunization in Malawi or other sub-Saharan countries Master’s. Degree in the above stated qualifications will be an added advantage.
  • Experience in the implementation of Donor Funded Grants is an added advantage
  • Good capacity to produce reports on time
  • Good command in use of ICT
  • Ability to work within a team
  • Fluency in both written and spoken English.
