ActionAid works to strengthen the capacity and active agency of people living in poverty and exclusion, especially women, to assert their I rights.

Position: Programme Priority Specialist (Resilience, Livelihoods and Emergency)

Reporting to: Head of Programmes and Policy Duration: 3 years renewable dependent on performance and availability of funding

Location: Lilongwe

Role Overview

The Programme Priority Specialist shall be responsible for providing technical leadership and management in the development and implementation of Programmes, projects, research, advocacy and campaigning at national level ensuring linkages and synergy with other Programme priority areas, grassroots, national and international policy agenda in line with Action Aid Malawi (AAM), Country Strategy Paper (CSP) and the local context.

Responsibilities

Leadership and Management
  • Provide management and technical guidance to Programmes and projects in relation to AAM Programme framework
  • Facilitates team building to achieve a cohesive and motivated team to deliver programmer priority objectives
  • Ensure integration of Programme priorities and policy work across projects and programmes work at Clusters, national and international level.
  • Identify technical capacity needs of partners and staff and design programme priority specific capacity building strategies in-line with identified capacity needs.
  • Input into development and review of Country Strategic Plan and International Programme
Priorities Strategy
  • Ensure availability of resources and equipment for the Programme Priorities to achieve agreed objectives
  • Participate in and contributes to national Programme Forums, Programmes Team meetings, task forces and other assignments.  
  • Maintain regular flow of information with other priorities and strategic partners.
  • Provide timely feedback and responses to priority-related tasks/ requests from Line Manager and other stakeholders within and outside AAIM.
  • Influence on agroecology, AA’s humanitarian signature and resilience at all levels
  • Working within ActionAid to provide facilitative leadership in this area, develop delivery strategy, help prioritize key activities and issues, identify and coordinate the local to regional to continental to global interface and provide strategic guidance on how best to achieve long term impact and sustainable change
  • Anticipate, analyze and make recommendations on complex and diverse policy issues that impact on the Livelihoods of poor people, especially women and young people in Malawi
  • Adopt a ‘thought leadership- attitude, stay up to date with the latest thinking, undertake/commission organized research and analysis and spend time in reflective consideration to develop a comprehensive understanding of poverty, agriculture, agroecology, land, and market access and the issues that influence them
  • Ensure all analysis, information and recommendations relating to policy and programs are to be specifically informed by the critical consideration of Women’s Rights, as well as a range of other important impact areas, including climate change, disaster risk reduction, and chronic food insecurity.
  • Actively participate in the country, regional and global development environment to both identify opportunities to impact poverty reduction and to foster strategic institutional linkages, alliances and networks that enhance sharing, learning and collaboration
  • Synthesise data and information to share with relevant staff so they are kept fully informed and ensure there is an effective discussion and dialogue process to channel ideas and information on how changing internal and external ideas, approaches and situations impact on and should be incorporated into AAM’s strategies, programs and plans to achieve CSP priorities
  • Working in collaboration with partners regularly define research agenda for the priority, facilitate research, develop policy positions and facilitate and promote national debate on the state of the sector, through effective mobilization of Oxfam’s capabilities at different levels.
Policy Research, Campaigning, Advocacy and Mobilization
  • Develop strategic partnerships with civil society institutions, networks, coalitions, alliances and other organisations for joint policy research, advocacy and campaigning in line with the CSP
  • Identify, lead and coordinate alternative policy research and analysis
  • Develop and implement priority policy campaigns matrix and agenda.
  • Build national coalitions on national and international campaigns
  • Develop and market AAIM policy positions on key issues in the promotion of Economic, Social and Cultural Rights.
  • Engage government and its institutions, international and sub-regional bodies in identified priority policy issues.
  • Represent AAIM and participate in relevant policy forums nationally and internationally and links grassroots issues to national/international policy agenda
  • Engaging systematically with young people in addition to our deep rooted work with rural women on Food sovereignty and agroecology; Climate justice; Natural resource rights and defense Of commons. Programme Management (design, planning, implementation and Monitoring & Evaluation)
  • Develop three-year plans and annual plans and budgets for the Programme priorities and related donor Projects
  • Roll out marketing of the priorities to various stakeholders, both within and without AAIM • Design specialized projects in line with the Programme Priorities arid direction.
  • Design policy advocacy agenda and campaigns
  • Provide leadership and technical input in the development of LRPs,
Programme strategies.
  • Ensure that monthly, quarterly, annual reports are compiled and submitted to management in time.
  • Ensure that all initiatives incorporate documentation and dissemination of lessons and lessons are applied to improve Programme quality.
  • Facilitate shared learning within an appropriate fora and space/ time is created to achieve learning objectives
  • Ensure implementation of women rights centered Programme in the respective priority area.
  • Lead in reviews and approvals of proposals from partners within his/her approval limit and recommends to the Head of Programmes those above his/limit
  • Coordinate Programme priorities and LRPs appraisals, review and evaluation
  • Develop and maintain Programme priorities and LRPs database on Programme information. Human Resources Management & Development
  • Ensure donor related project staffing needs are met.
  • Ensure the induction of new staff in the organisation on specific Programme Priorities or project.
  • Manage staff performance and ensures staff motivation
  • Manage staff development.

Resource Mobilization
  • Provide technical support to resource mobilization interventions including concept Note and proposal development
  • Provide oversight in ensuring donor compliance and satisfaction ensuring donor funded reports are reviewed for quality and correctness and submitted on time
  • Contribute to implementation of Contract Management System (CMS) and resource mobilization strategy.
Financial Management & Accountability
  • Ensure timely and accurate financial reporting on Programme priority budget including donor related projects.
  • Monitor the Programme priority and project budget utilization and that expenditure is within budget and for intended purpose.
  • Ensure adequate preparation for audit and follows up on audit recommendations for projects.
  • Review funds transfers to partners and Programme Priorities expenditures.
  • Review management accounts on monthly basis and prepares variance reports with actions to be taken on Programme priorities related cost centre.
  • Assess potential risks in the Programme priority areas and ensures action plans are developed to mitigate the identified risks.
  • Ensure adherence to internal control systems by staff and partners
  • Manage Programme assets and resources in line with Local Finance Policies and Procedures Manual.

Others
  • Carry out any other assignment as may assigned by the management in the ordinary course of AAM business.


Qualifications, Experience and Skills

  • The ideal candidate should have a Bachelors’ Degree in Social Sciences, Development Studies, Education, Agriculture or other related areas from recognized University. Master’s degree is added advantage.
  • At least (5) years working experience in policy/Programmes function in an INGO or a large organization of which at least three (3) years must have been at management position.
  • Experience in public policy advocacy & campaigning with specialized knowledge of human rights
  • Have an understanding of gender issues in development and demonstrable commitment to promoting gender equity within the organization and in Programme work.
  • Have demonstrated in depth understanding of programming issues and Policy work at organizational, national and international levels

Essential Knowledge
  • Have practical experience in donor reporting, designing, setting up and coordinating, monitoring, evaluation and impact assessment systems and processes
  • Excellent conceptual, analytical, documentation and presentation skills
  • Good interpersonal and communication skills coupled with ability to influence, negotiate, advice, mentor and train
  • High degree of integrity, dependability and confidentiality
  • Ability to work independently and be self-motivated
