SUSTAINABLE FISHERIES, AQUACULTURE DEVELOPMENT AND WATERSHED MANAGEMENT (SFAD-WM) PROJECT

VACANCY FOR THE AGRIBUSINESS AND FISH VALUE CHAIN SPECIALIST

1. Background

The Government of Malawi has signed a loan and grant package from African Development Bank (AfDB) amounting to UA 9.56 Million (approx. USD 13.19 million). The loan and grant’package is for the implementation of the Sustainable Fisheries, Aquaculture Development and Watershed Management (SFAD-WM) Project. The purpose of the project is to contribute towards poverty reduction through improved fish commodity value addition and increased consumption, strengthened nutrition security, and build climate resilience in Malawi. The project therefore aims at improving the management and utilization of the fisheries resources along Lake Malawi and Lake Chilwa fishing communities as well as developing aquaculture to complement the dwindling production from the natural lakes. In terms of project scope and beneficiaries, the interventions will target fishers, fish farmers, fish processors, retailers, wholesalers, traders, technicians and allied industries that Include boat builders, gear repairs, fish feed formulation and packaging, transportation, retail and wholesale markets. A total of 20,000 beneficiaries that include youth and women will be targeted. The program will link up with TEVET to build capacities of the mentioned beneficiaries in various fields. It is anticipated that the program shall support over 50 SMEs to establish their own businesses in the various fields and in total the project is expected to create 150,000 direct jobs and 250,000 jobs indirectly. In terms of its geographical scope, it covers 11 lakeshore and non-lakeshore districts including entire basins of Lake Malawi and Chilwa, part of Shire River and selected upland districts for aquaculture. The five targeted zones include: a) Karonga (Chitipa and Karonga); b) Mzuzu (Rumphl, Likoma, NkhataBay and Mzimba); c) Salima (Nkhotakota, Salima, Dowa, Lilongwe, Mchinji, Ntchisi and Mchinji); d) Machinga (Balaka, Zomba, Machinga and Mangochl); and e) Blantyre (Mulanje, Chiradzulu, Thyolo, Blantyre, Phalombe, Chikwawa, Nsanje. Mwanza and Neno). The project timeframe is 60 months effective January 2020.

The Ministry of Agriculture, Irrigation and Water Development through the Department of Fisheries would like to set up a Project Implementation Unit (PIU) in Lilongwe, through the existing Government structures, which will be responsible for undertaking the day to day operational and administrative tasks, procurement, financial management, monitoring and evaluation as well as project implementation. The Ministry, therefore, seeks to use part of the proceeds of the loan/grant package to recruit individual consultants to fill the position of the Agribusiness and Value Chain Specialist to provide services in the Project Implementation Unit (PIU).

Terms of Appointment: Five (5) year contractual appointment renewable every year following excellent performance evaluation.


2. Duties and Responsibilities


The Accountant. recruited on a competitive basis, will under the authority of the Project Coordinator. The Accountant will ensure keeping of the Project’s accounts under the terms and conditions of the Project. He / she is in charge of all activities related to SFAD-WM accounting. The Accountant will be based in the PIU in Lilongwe and will sign a performance contract with the Coordinator of the PIU.

  • Preparation of financial and accounting documents:
  • Participation in the definition and implementation of accounting principles and methods (general and analytical accounting according to recognized standards);
  • Set up procedures for filing and archiving accounting documents:
  • Participating in the organization of the procurement of supplies and consumables, followed by the establishment of pro formats and the management of expenses:
  • Participation in the implementation and management of a supplier file and an inventory tracking file:
  • Management of financial, analytical and material accounting:
  • Participation in the preparation of the annual balance sheet and annual income statement;
  • Participation in the preparation and organization of the annual external audit and the mid-term review:
  • Participation in the drafting of periodic financial implementation reports;
  • Participation in the planning, programming and monitoring of the execution of the various works contracts, goods and services that will be passed during the implementation of the program;
  • Reconciliation of the list of goods and services acquired with the statement of capital assets, physical inventory, signed contracts and supplier invoices, and update the list on the capital assets register.
  • Publishing a large book and a balance each month to justify sales and movement checks
  • Publishing an analytical balance each month and checking the imputation and information with the projects technical specialists;
  • Track the movements of financial transactions on the special account;
  • Monitor the movements of financial transactions on the operating accounts;
  • Ensure eligibility of the expenses financed by the bank;
  • Preparation of balance sheet with assets and liabilities, table of financial flows, table of resources and jobs;
  • Preparation of other annexes: table of contracts concluded, table of remuneration of staff, table of goods and services acquired, table of direct payments made by the bank, table of supplies of special accounts, etc.

3. Qualifications
  • Holds a postgraduate degree in Economics, Management, Finance, Economic Affairs (Advanced level + 5) or equivalent diploma in financial management or accounting;
  • Have at least ten (10) years professional experience in an accounting or financial monitoring position in development projects;
  • Have sufficient knowledge of the rules and procedures of AfDB;
  • Have good computer skills (including Word, Excel, Access, and accounting software, etc.).
