1. Background

The Government of Malawi has signed a loan and grant package from African Development Bank (AfDB) amounting to UA 9.56 Million (approx. USD 13.19 million). The loan and grant’package is for the implementation of the Sustainable Fisheries, Aquaculture Development and Watershed Management (SFAD-WM) Project. The purpose of the project is to contribute towards poverty reduction through improved fish commodity value addition and increased consumption, strengthened nutrition security, and build climate resilience in Malawi. The project therefore aims at improving the management and utilization of the fisheries resources along Lake Malawi and Lake Chilwa fishing communities as well as developing aquaculture to complement the dwindling production from the natural lakes. In terms of project scope and beneficiaries, the interventions will target fishers, fish farmers, fish processors, retailers, wholesalers, traders, technicians and allied industries that Include boat builders, gear repairs, fish feed formulation and packaging, transportation, retail and wholesale markets. A total of 20,000 beneficiaries that include youth and women will be targeted. The program will link up with TEVET to build capacities of the mentioned beneficiaries in various fields. It is anticipated that the program shall support over 50 SMEs to establish their own businesses in the various fields and in total the project is expected to create 150,000 direct jobs and 250,000 jobs indirectly. In terms of its geographical scope, it covers 11 lakeshore and non-lakeshore districts including entire basins of Lake Malawi and Chilwa, part of Shire River and selected upland districts for aquaculture. The five targeted zones include: a) Karonga (Chitipa and Karonga); b) Mzuzu (Rumphl, Likoma, NkhataBay and Mzimba); c) Salima (Nkhotakota, Salima, Dowa, Lilongwe, Mchinji, Ntchisi and Mchinji); d) Machinga (Balaka, Zomba, Machinga and Mangochl); and e) Blantyre (Mulanje, Chiradzulu, Thyolo, Blantyre, Phalombe, Chikwawa, Nsanje. Mwanza and Neno). The project timeframe is 60 months effective January 2020.

The Ministry of Agriculture, Irrigation and Water Development through the Department of Fisheries would like to set up a Project Implementation Unit (PIU) in Lilongwe, through the existing Government structures, which will be responsible for undertaking the day to day operational and administrative tasks, procurement, financial management, monitoring and evaluation as well as project implementation. The Ministry, therefore, seeks to use part of the proceeds of the loan/grant package to recruit individual consultants to fill the position of the Agribusiness and Value Chain Specialist to provide services in the Project Implementation Unit (PIU).

Terms of Appointment: Five (5) year contractual appointment renewable every year following excellent performance evaluation.

2. Duties and Responsibilities

  • Providing oversight and facilitation of ell aspects of project implementation, including organisational technical, financial, procurements, communication and management of project
  • Ensure the Interface between the project and the different actors involved in its implementation; staff
  • Manage the Project Implementation Unit (PIU) so that it performs its tasks properly (personnel, equipment, logistics and office layout, etc.) and technical support
  • Liaise with the Task Manager for project implementation support;
  • Coordinate the management of human, financial and material resources made available to the Unit, including performance evaluation;
  • Ensure finalization of the terms of reference for the studies to be carried out as well as the definition of the technical specifications for the preparation of the requests for proposals and the specifications of the project especially ESMPs;
  • Review and finalize, with the support of the Procurement Officer, the tender documents;
  • Ensure that offers meet the requirements and standards of the Government and AfDB;
  • Coordinate and approve claimants’ payment requests;
  • Supervise preparation of the various workshops planned under the project;
  • Monitor the proper use of funds allocated to the project;
  • Make all necessary arrangements with financial and accounting staff for auditing to be carried out in accordance with the provisions of the Loan Agreement;
  • Ensure that all required project documentation is available and forwarded to AfDB as directed;
  • Countersign all checks, disbursement requests, contracts and any documents committing the project;
  • Ensure meetings of the Project Steering Committee are done as planned;
  • Provide the secretariat of the Project Steering Committee;
  • Ensure the preparation and smooth running of project supervision missions and the implementation of related recommendations;
  • Coordinate the preparation and submission of quarterly progress reports to the Bank.

3. Qualifications
  • Graduate in “Fisheries and Aquaculture Sciences” or “Natural Resources Sector” or “Development Economics” (Advance level +5) with specialization in climate change and the ecosystem approach;
  • Have knowledge of fish and aquaculture value chain development and project management;
  • Proven successful experience in the management of environmental projects and development of value chains financed by multilateral donors including the African Development Bank;
  • Good knowledge specifically in national policies and strategies for fisheries sector
  • Justifying a professional experience of at least 10 years with high responsibilities in the field of management and monitoring of development projects, including activities of natural resource management
