Job Description

The Roads Authority (RA) was established in 2006 through an Act of Parliament. it is mandated to ensure that public roads are constructed, maintained or rehabilitated at all times; and advise the Minister of Transport and Public Works and, where appropriate, the Minister for Local Government on the preparation and the efficient and effective implementation of the Annual National Roads Programme. Following a recent organisational review which the institution underwent, some new positions have been identified. Applications are therefore invited from suitably qualified Malawian candidates to fill the following post which has been created as a result of the review:

Job Title : Research and Development Officer

Grade : RA 6

Section : Research and Development

Reporting to : Senior Research and Development Officer

Supervising : None


To carry out research and development functions in the Road Authority


Key Duties and Responsibilities

Job Outputs

  • Develop, implement, monitor and review research policies, standards, strategies and procedures. Research policies, standards, strategies and procedures
  • Liaise with all relevant stakeholders in establishing priority research areas Research plans
  • Manage and update research profile and data Up-to-date research profile and data
  • Coordinate and promote research publications Research Publications
  • Monitor adherence to research policies, standards, procedures and processes Research policies, standards, procedures and processes
  • Facilitate participation of staff in research activities Staff Participation in research
  • Develop proposals for research programmes and maintaining contact with research sponsors Research proposals
  • Preparing reports Reports
  • Carry out any other duties as assigned from time to time as instructed


Qualifications and Experience
  • Degree in Civil Engineering from a recognized University
  • Must be a registered graduate engineer
  • At least 3 years working experience in a related research work
Knowledge, Skills and Attributes 
  • Good computer literacy
  • Strong problem solving and analytical skills
  • Ability to work in a team environment
  • Good communication skills both oral and written
  • Good creative and innovative skills
