Job Description

INTRODUCTION

The National Planning Commission (NPC) is an independent think tank that was established through an Act of Parliament in 2017. The Commission as an autonomous public institution is mandated to lead in medium and longterm national development planning and overseeing implementation of the plans. To this end, the specific functions of the Commission include: (i) identify Malawi’s socio-economic development priorities and formulate the national vision and strategy for social and economic goals taking into account the country’s resource potential and comparative advantage; ii) Oversee implementation of the long-term national vision and strategies and the medium-term development plans; (iii) formulate innovative and progressive flagship projects and programmes for implementation in line with the national vision and strategies for the country; (iv) identify and commission research on any matter the Commission deems relevant to the attainment of the objects of the National Planning Commission Act; (v) engage relevant individuals and institutions in all sectors of the economy in conduct of its functions under the National Planning Commission Act; (vi) appraise the State President and the National Assembly annually on the progress made with regard to the implementation of plans, programmes and projects; (vi) and perform any other functions in relation to national planning as the Commission may deem appropriate for achieving the purposes of the National Planning Commission Act.

In order to fulfill its mandate effectively and efficiently, an opportunity has risen as part of the institution setting up process to fill positions with qualified persons at its Head Office in Lilongwe. The Commission, therefore, invites applications for suitably qualified candidates to fill these positions.

These are highly demanding positions that require persons who have demonstrable capacity and qualifications towards making the Commission a Centre of Excellence in medium and long term national development planning and overseeing implementation of the plans. More importantly, the Commission seeks professionals that are motivated and enthusiastic about driving the new development narrative of moving away from the self-defeating poverty-reduction agenda that has characterized the country over the past decades towards the agenda of ‘spearheading wealth creation for all’

KNOWLEDGE AND LEARNING DIRECTORATE


RESEARCH MANAGER (NP3)

Under the guidance of the Director of knowledge and Learning, the key highlights of the position of the Research Manager are as follows:


Duties and Key Responsibilities

  • Coordinates, develops and manages policy-oriented research programmes and activities;
  • Produces high-quality publications; policy briefs and other outputs for a range of audiences;
  • Builds and maintains regular contacts with key stakeholders and the international research community;
  • Plans and coordinates the initiation of research study protocol, and the establishment of operating policies, ethics and procedures;
  • Promotes research capacity building among the research team;
  • Plans, implements, and maintains data collection and analysis systems in support of research protocol;
  • Coordinates with other research organizations, funding agencies and regulating bodies;
  • Supervises staff and consultants involved in research activities;
  • Develops and maintains records of research activities, and prepares periodic and ad hoc reports, as required by administrators, funding agencies, and/or regulatory bodies;
  • Ensures that research informs the work of the Commission and that of partner strategies and plans
  • Oversee the conduct of targeted assessment, evaluations and research;

Minimum academic and professional qualifications/experience
  • Master’s degree in social sciences, economics, agriculture economics, statistics, or research methodology. Those with a PhD and established research record of accomplishment will have an added advantage.
  • 7 years post graduate work experience in a related field.

Competencies and personal Attributes
  • Familiarity with policy-oriented development research-based principles.
  • Extensive knowledge of issues relating to the medium and long term national development strategy;
  • Demonstrated understanding of the complexity of issues relating to the medium and long term national development strategy;
  • Having a positive mind-set, motivation and enthusiasm on spearheading a ‘wealth creation for all’ agenda
  • Excellent communication, facilitation and interpersonal skills
  • Computer competency including proficiency in Microsoft Word, Excel and Power point.
  • Competence in data analysis and storage packages such as SPSS, E-views and Stata;
  • Familiarity in compiling and editing audio files is an asset.
