Job Description

INTRODUCTION

The National Planning Commission (NPC) is an independent think tank that was established through an Act of Parliament in 2017. The Commission as an autonomous public institution is mandated to lead in medium and longterm national development planning and overseeing implementation of the plans. To this end, the specific functions of the Commission include: (i) identify Malawi’s socio-economic development priorities and formulate the national vision and strategy for social and economic goals taking into account the country’s resource potential and comparative advantage; ii) Oversee implementation of the long-term national vision and strategies and the medium-term development plans; (iii) formulate innovative and progressive flagship projects and programmes for implementation in line with the national vision and strategies for the country; (iv) identify and commission research on any matter the Commission deems relevant to the attainment of the objects of the National Planning Commission Act; (v) engage relevant individuals and institutions in all sectors of the economy in conduct of its functions under the National Planning Commission Act; (vi) appraise the State President and the National Assembly annually on the progress made with regard to the implementation of plans, programmes and projects; (vi) and perform any other functions in relation to national planning as the Commission may deem appropriate for achieving the purposes of the National Planning Commission Act.

In order to fulfill its mandate effectively and efficiently, an opportunity has risen as part of the institution setting up process to fill positions with qualified persons at its Head Office in Lilongwe. The Commission, therefore, invites applications for suitably qualified candidates to fill these positions.

These are highly demanding positions that require persons who have demonstrable capacity and qualifications towards making the Commission a Centre of Excellence in medium and long term national development planning and overseeing implementation of the plans. More importantly, the Commission seeks professionals that are motivated and enthusiastic about driving the new development narrative of moving away from the self-defeating poverty-reduction agenda that has characterized the country over the past decades towards the agenda of ‘spearheading wealth creation for all’

The following are the required personnel and work-related traits for the positions.


KNOWLEDGE AND LEARNING DIRECTORATE


Position: RESEARCH OFFICER (NP5) (2 Positions)


Under the direct supervision of the Research Manager, the key highlights of the position of the Research Officer are as follows:

Duties and Key Responsibilities
  • Conduct policy-oriented research and analysis on development issues;
  • Document and distribute research findings on development issues;
  • Document research procedures
  • Identify best practice in dealing with the national development strategy issues.
  • Identify new possible areas for development, recommending changes and improvement based on research findings
  • Identify and understand problems through forecasting, gap analysis, quantitative reporting, research, and statistical analysis.

Minimum Academic and Professional Qualifications/Experience
  • Master’s Degree in Social Sciences, or Statistics and a Certificate in Research Methodology or a Bachelor’s degree with a minimum of 8 years’ experience;
  • Minimum of 5 years post graduate experience;

Competencies and personal Attributes
  • Experience in working with cooperating partners, public sector, NGOs and private sector.
  • Clear understanding of the socio-economic and development issues of the country.
  • A strong research background.
  • Able to manipulate large, complex data sets using a variety of software applications (SPSS, SAS, Excel, Microsoft Office Suite), including the use of relational databases.
  • Skilled knowledge in generating process documentation.
  • Have a positive mind-set, motivation and enthusiasm on spearheading a ‘wealth creation for all’ agenda.
  • Strong written and verbal communication skills with technical writing skills a must.
  • Able to multitask, prioritize, and manage time efficiently.
