Job Description

INTRODUCTION

The National Planning Commission (NPC) is an independent think tank that was established through an Act of Parliament in 2017. The Commission as an autonomous public institution is mandated to lead in medium and longterm national development planning and overseeing implementation of the plans. To this end, the specific functions of the Commission include: (i) identify Malawi’s socio-economic development priorities and formulate the national vision and strategy for social and economic goals taking into account the country’s resource potential and comparative advantage; ii) Oversee implementation of the long-term national vision and strategies and the medium-term development plans; (iii) formulate innovative and progressive flagship projects and programmes for implementation in line with the national vision and strategies for the country; (iv) identify and commission research on any matter the Commission deems relevant to the attainment of the objects of the National Planning Commission Act; (v) engage relevant individuals and institutions in all sectors of the economy in conduct of its functions under the National Planning Commission Act; (vi) appraise the State President and the National Assembly annually on the progress made with regard to the implementation of plans, programmes and projects; (vi) and perform any other functions in relation to national planning as the Commission may deem appropriate for achieving the purposes of the National Planning Commission Act.

In order to fulfill its mandate effectively and efficiently, an opportunity has risen as part of the institution setting up process to fill positions with qualified persons at its Head Office in Lilongwe. The Commission, therefore, invites applications for suitably qualified candidates to fill these positions.

These are highly demanding positions that require persons who have demonstrable capacity and qualifications towards making the Commission a Centre of Excellence in medium and long term national development planning and overseeing implementation of the plans. More importantly, the Commission seeks professionals that are motivated and enthusiastic about driving the new development narrative of moving away from the self-defeating poverty-reduction agenda that has characterized the country over the past decades towards the agenda of ‘spearheading wealth creation for all’

The following are the required personnel and work-related traits for the positions.

FINANCE AND ADMINISTRATION DIRECTORATE


Position: SENIOR ADMINISTRATION OFFICER (NP4)


Under the direction of the Director of Finance and Administration, the key highlights of the position of the senior administration officer are as follows:


Duties and Key Responsibilities

  • Arrange for the timely and regular repair and maintenance of all office equipment, electric gadgets and installations, and telephone lines to ensure that they are in good working order at all times.
  • Effectively and efficiently manage the NPC motor vehicle fleet by arranging for timely service and replacement, and monitor the utilisation of consumers such as fuel to ensure ready availability to users.
  • Assess, procure, and distribute monthly consumable requirements to users.
  • Develop, manage and maintain an effective and efficient stock control system for stationery and office supplies.
  • Supervise receptionists, office assistants and drivers and monitor their performance to ensure they deliver on their job functions.
  • Provide adequate support and resources to all to enable them carry out their work.
  • Provide logistical support to various individuals and teams that are carrying out NPC duties and functions.
  • Maintain NPC’s physical assets, including offices, vehicles, and equipment to ensure their efficient utilisation and security.

Minimum Academic and Professional Qualifications/Experience
  • Have an MBA or postgraduate in Public Administration
  • Minimum 8 years post qualification experience of administration in a public or private institution

Competencies and Personal Attributes
  • Extensive experience in general office management and working with cooperating partners, public sector, NGOs and the private sector;
  • Clear understanding of the socio-economic fabric of the country;
  • Knowledge of Government and computerized management information systems,
  • Experience in capacity building in small implementing agencies;
  • Having a positive mind-set, motivation and enthusiasm on spearheading a ‘wealth creation for all’ agenda.
  • General experience in administration of a dynamic organization;
  • Excellent oral and written communication skills; and
  • Have a drive, excellent communication, analytical and interpersonal/social skills; and
  • A verifiable results-oriented established record of accomplishment; be a self-starter and an effective team player.
