Senior Development Planning Specialist (PSD)

Job Description


The National Planning Commission (NPC) is an independent think tank that was established through an Act of Parliament in 2017. The Commission as an autonomous public institution is mandated to lead in medium and longterm national development planning and overseeing implementation of the plans. To this end, the specific functions of the Commission include: (i) identify Malawi’s socio-economic development priorities and formulate the national vision and strategy for social and economic goals taking into account the country’s resource potential and comparative advantage; ii) Oversee implementation of the long-term national vision and strategies and the medium-term development plans; (iii) formulate innovative and progressive flagship projects and programmes for implementation in line with the national vision and strategies for the country; (iv) identify and commission research on any matter the Commission deems relevant to the attainment of the objects of the National Planning Commission Act; (v) engage relevant individuals and institutions in all sectors of the economy in conduct of its functions under the National Planning Commission Act; (vi) appraise the State President and the National Assembly annually on the progress made with regard to the implementation of plans, programmes and projects; (vi) and perform any other functions in relation to national planning as the Commission may deem appropriate for achieving the purposes of the National Planning Commission Act.

In order to fulfill its mandate effectively and efficiently, an opportunity has risen as part of the institution setting up process to fill positions with qualified persons at its Head Office in Lilongwe. The Commission, therefore, invites applications for suitably qualified candidates to fill these positions.

These are highly demanding positions that require persons who have demonstrable capacity and qualifications towards making the Commission a Centre of Excellence in medium and long term national development planning and overseeing implementation of the plans. More importantly, the Commission seeks professionals that are motivated and enthusiastic about driving the new development narrative of moving away from the self-defeating poverty-reduction agenda that has characterized the country over the past decades towards the agenda of ‘spearheading wealth creation for all’

The following are the required personnel and work-related traits for the positions.


Position: SENIOR DEVELOPMENT PLANNING SPECIALIST (Private Sector Development, NP4)

Under the direct supervision of the Development Planning Manager, the key highlights of the position of the senior development planning specialist (Private Sector Development) are as follows:

Key Duties and Responsibilities

  • Provide technical support to government entities, non-state actors, development partners towards development and review of strategies, policies and plans that relate to private sector development to ensure alignment to national medium and long-term development plans;
  • Support the Commission’s coordination of implementation of medium to long-term plans that relate to private sector development;
  • Identify, plan and conduct analytical work that will provide evidence based private sector development plans.

Minimum Academic and Professional Qualifications/Experience

  • At least a Master’s degree in economics, development or closely related field,
  • A minimum of 8 years of experience

Competencies and personal Attributes
  • Experience in assessing programs, identifying desired results and developing program approaches to encourage the results in private sector development;
  • Have a positive mind-set, motivation and enthusiasm on spearheading a ‘wealth creation for all’ agenda
  • Ability to work independently and as a member of a team, coordinate and lead the efforts of other professionals, and effectively meet program goals.
  • Experience working with Malawi Government, international or multilateral partners and familiarity with national development planning process.
  • Experience in advising on key policy or thematic issues to varying stakeholders.
  • Ability to manage multiple projects at once, prioritize and work independently and part of a team.
  • Strong written and oral communication and presentation skills in English.
