Job Description


The National Planning Commission (NPC) is an independent think tank that was established through an Act of Parliament in 2017. The Commission as an autonomous public institution is mandated to lead in medium and longterm national development planning and overseeing implementation of the plans. To this end, the specific functions of the Commission include: (i) identify Malawi’s socio-economic development priorities and formulate the national vision and strategy for social and economic goals taking into account the country’s resource potential and comparative advantage; ii) Oversee implementation of the long-term national vision and strategies and the medium-term development plans; (iii) formulate innovative and progressive flagship projects and programmes for implementation in line with the national vision and strategies for the country; (iv) identify and commission research on any matter the Commission deems relevant to the attainment of the objects of the National Planning Commission Act; (v) engage relevant individuals and institutions in all sectors of the economy in conduct of its functions under the National Planning Commission Act; (vi) appraise the State President and the National Assembly annually on the progress made with regard to the implementation of plans, programmes and projects; (vi) and perform any other functions in relation to national planning as the Commission may deem appropriate for achieving the purposes of the National Planning Commission Act.

In order to fulfill its mandate effectively and efficiently, an opportunity has risen as part of the institution setting up process to fill positions with qualified persons at its Head Office in Lilongwe. The Commission, therefore, invites applications for suitably qualified candidates to fill these positions.

These are highly demanding positions that require persons who have demonstrable capacity and qualifications towards making the Commission a Centre of Excellence in medium and long term national development planning and overseeing implementation of the plans. More importantly, the Commission seeks professionals that are motivated and enthusiastic about driving the new development narrative of moving away from the self-defeating poverty-reduction agenda that has characterized the country over the past decades towards the agenda of ‘spearheading wealth creation for all’

The following are the required personnel and work-related traits for the positions.



Under the direction of the Director of Finance and Administration, the key highlights of the position of the Senior ICT Officer are as follows:

Key Duties and Responsibilities
  • Formulate and implement the ICT strategy in line with policies, processes & procedures to deliver NPC objectives;
  • Manage all ICT systems and ensure that ICT policies are consistently applied;
  • Manage overall systems by establishing safeguards and security features within the system; Network maintenance, monitoring and management,;
  • Assist Divisions in preparing, managing and monitoring their ICT budgets;
  • Managing the Commission’s ICT system;
  • Offer training to IT users within the Commission (and beyond where necessary);

Minimum Academic Qualification and Experience
  • Master’s Degree in any of the following disciplines: – Information Technology, Computer Science/ Engineering or Business Information Technology or Bachelor’s Degree with minimum of 10 years’ experience.
  • A minimum of 8 years’ experience in relevant work and at least three (3) years in a supervisory role in the Public Service or in the Private Sector;
  • Professional certification such as Certified Computer Network Professional (CCNP), CCNA, MCSE, MCSA, MCSD, Oracle Certified Database administrator OCDBA, Microsoft Certified Databases Administrator MCDBA or their equivalent qualification from a recognized institution will be an added advantage,
  • Member of an ICT professional body,
  • Certificate in Leadership Development Course lasting not less than four (4) weeks from a recognized institution.

Competencies and personal Attributes
  • Extensive experience in ICT and with cooperating partners, public sector, NGOs and the private sector;
  • Clear understanding of the socio-economic fabric of the country;
  • Knowledge of Government and computerized systems,
  • Experience in capacity building in small implementing agencies;
  • Having a positive mind-set, motivation and enthusiasm on spearheading a ‘wealth creation for all’ agenda
  • Excellent oral and written communication skills;
  • Have a drive, analytical and interpersonal/social skills; and
  • A verifiable results-oriented track record, be a self-starter and an effective team player.
