Job Description

The Roads Authority (RA) was established in 2006 through an Act of Parliament. it is mandated to ensure that public roads are constructed, maintained or rehabilitated at all times; and advise the Minister of Transport and Public Works and, where appropriate, the Minister for Local Government on the preparation and the efficient and effective implementation of the Annual National Roads Programme. Following a recent organisational review which the institution underwent, some new positions have been identified. Applications are therefore invited from suitably qualified Malawian candidates to fill the following post which has been created as a result of the review:

Job Title: Senior Procurement Officer

Grade: RA 5

Division: Procurement

Reporting to: Procurement Manager

Supervising: Procurement Officer


To manage the procurement of Works, Goods and Services.


Key Duties and Responsibilities

Job Outputs

  • Develop, implement and monitor procurement plans. Procurement plans developed implemented and monitored
  • Develop and review corporate procurement policies Procurement policies reviewed
  • Interpret procurement policies and regulations. Procurement policies interpreted
  • Advise management on procurement issues. Advice issued
  • Participate in coordinating the dosing and opening of bid documents. Bid documents done
  • Participate in preparation of Tender Documents Tender documents prepared
  • Prepare minutes and reports for the Internal Procurement and Disposal Committee (IPDC) and the Office of Public Procurement and Disposal of Assets (PPDA). Minutes and reports prepared and presented
  • Prepare procurement contract documents Contract documents prepared
  • Assist in coordinating the closing and opening of bids documents and their evaluations. Coordination done
  • Coordinate the evaluation of quotations and bid documents and preparing evaluation reports. Coordination done and reports submitted
  • Administer Procurement Contracts and ensuring delivery of goods and services in accordance with the contract terms and end user requirements. Contracts administered and goods delivered
  • Liaise with requisitioning units to come up with correct product and service specifications. Consultations with key user departments
  • Source quotations from suppliers and procuring goods and services Quotations sourced and goods procured
  • Check invoices and approving them for payment Invoices checked and payments approved
  • Prepare periodic reports Periodic reports
  • Carry out any other duties as assigned from time to time As instructed


Qualifications and Experience
  • Bachelor’s Degree in procurement and supply from a recognized university
  • Five years’ experience in procurement of Works, Goods and Services at Procurement officer level
Knowledge, Skills and Abilities
  • Must be computer literate Ability to understand and interpret Public Procurement related laws and regulations
  • Honesty and integrity
  • Ability to pay attention to detail.
  • Excellent numerical and analytical skills.
  • Good communication skills •
  • Good report writing skills
