Job Description

The Roads Authority (RA) was established in 2006 through an Act of Parliament. it is mandated to ensure that public roads are constructed, maintained or rehabilitated at all times; and advise the Minister of Transport and Public Works and, where appropriate, the Minister for Local Government on the preparation and the efficient and effective implementation of the Annual National Roads Programme. Following a recent organisational review which the institution underwent, some new positions have been identified. Applications are therefore invited from suitably qualified Malawian candidates to fill the following post which has been created as a result of the review:

Job Title: Traffic and Road Safety Engineer

Grade : RA 6

Section : Designs

Reporting to: Chief Designs Engineer

Supervising: None

JOB PURPOSE

To be responsible for preparation, review and approval of traffic management plans and traffic diversions during road works in order to ensure safety

DUTIES, RESPONSIBILITIES AND JOB OUTPUTS

Key Duties and Responsibilities

Job Outputs 

  • Prepare, review and approve traffic management plans and traffic diversions during road works. Traffic management plans and diversions
  • Carry out regular road safety audits for the temporary traffic diversions. Road safety audits
  • Ensure all temporary traffic diversions are maintained in a safe clean condition for the road users Safe traffic diversions
  • Monitor all temporary road networks on the project site to ensure safe use. Including intersections, speed limits, visibility, signage, etc Monitoring reports
  • Coordinate with the Senior public relations officer with regard to complaints from the public in general and assisting with appropriate responses Responses to complaints
  • Liaise with the Project Engineers and site team to ensure they are aware of potential changes and potential impact this may have Liaison with project engineers and site teams
  • Attending and managing all traffic management coordination meetings with designers, contractors, clients and other stakeholders Meeting reports
  • Ensure that all traffic management drawing schedules are maintained and kept up to date Up-to-date traffic management schedules
  • Ensuring that the Contractor’s traffic officers are carrying out their routine inspection of the traffic diversions as prescribed in the contract document Routine inspections of traffic diversions
  • Prepare periodic reports Periodic reports
  • Carry out any other duties as assigned from time to time As instructed

PERSON SPECIFICATIONS

Qualifications and Experience
  • Degree in Traffic Related Safety/ Engineering from recognized Institutions
  • Should be a registered graduate engineer
  • At least 5 years of relevant experience in Road Safety Audit & work zone traffic management

Knowledge, Skills and Experience

  • Good computer literacy
  • Strong problem solving and analytical skills
  • Ability to work in a team environment
  • Good communication skills both oral and written
