Feed the Future Malawi Strengthening Agricultural and Nutrition Extension (SANE) project is funded by USAID and implemented by University of Illinois – Urbana-Champaign (UIUC) as prime, in partnership with CRS and Michigan State University. It is a 5-year project (Nov,2015-Nov 2020). The purpose is to strengthen the capacity of Department of Agricultural Extension Services (DAES) in the Ministry of Agriculture, Irrigation and Water Development (MoAIWD) to mobilize stakeholders to improve coordination and collaboration in provision of agricultural and nutrition extension using the districts agricultural extension services system (DAESS). SANE requires the services of Agricultural Governance and Extension Specialist to lead capacity building activities of DAESS platforms within the current districts (Mchinji, Lilongwe, Dedza, Ntcheu, Balaka, Machinga, Mangochi, Blantyre, Chikwawa and Nsanje) and rolling out to new districts in Kasungu, Machinga, and Blantyre ADDs. This position is intended to strengthen agricultural platforms to play a central role in supporting and coordinating more effective agricultural and nutrition extension services for male and female smallholder farmers.
RATIONALE FOR THE POSITION
The Agricultural Governance and Extension Specialist is responsible for leading implementation of capacity development activities with previous and new SANE focal districts to strengthen coordination between services providers in agricultural and nutrition extension. S/he will work closely with DAESS platforms, government and civil society partners, and extension workers within the DAESS to strengthen platforms’ functionality and governance capacity, and improve participation of communities in decision making, management, and monitoring of local service delivery providers. The responsibilities, duties and qualifications are described below:
Support District Agricultural Extension Coordinating Committees (DAECCs), Area Stakeholder Panels (ASPs), and Village Agricultural Committees (VACs) in prior and new SANE focal districts and their Secretariats to ensure public participation and citizen engagement in decision making, planning, and implementation and monitoring of local government policies and programs, concerned with agriculture and nutrition extension services delivery.
Provide training on the SANE-developed Standard Operating Procedures for platforms and the revised DAESS Implementation Guidelines with the DAESS platforms.
Support design and implementation of technical and organizational training activities which increase the capacity of extension service providers to respond to demands from male and female farmers.
Contribute to program monitoring, evaluating, and periodic reporting.
Propose and oversee other administrative and logistical aspects of capacity development and advocacy activities.
Perform other duties as assigned from time to time.
Background, Experience & Requirements Education and Experience
Master’s level Degree required in Agriculture, Agricultural Extension Systems, International Development, Governance and Political Science, Gender and Development or a relevant social science discipline.
A minimum of 5 years’ experience providing capacity development and technical support in support of agriculture and/or governance systems.
Proven experience building capacity of stakeholders in the agricultural and/or nutrition field, specifically with rural female and male farmers and female and male youth.
Ability to train and develop capacity in DAES staff to remain accountable to female and male farmers and youth accessing agriculture and nutrition extension services.
Proven experience in engaging, training, and backstopping rural stakeholder platforms for greater empowerment, advocacy, and government accountability.
Demonstrated flexibility, adaptability, and the ability to perform and collaborate under challenging conditions.
Strong planning, community mobilization and inter-cultural communication skills required.
Experience working on a USAID-funded or other donor project pertaining to technical and organization capacity development.
Previous experience liaising with local and regional agricultural government offices.
Excellent English verbal and written communication
Basic proficiency in Chichewa. Travel required: This will require 70% travelling to rural communities.
