Job Description

Background

The Malawi Global Coordinating Committee (MGFCC) also referred to as Country Coordinating Mechanism (CCM) as a mechanism for public-private partnership in the coordination of national disease programs (HIV, TB and malaria) at country level. The CCM is composed of members who represent the interests of country-level stakeholders in the fight against HIV, TB and malaria.

As the representative of all interested stakeholders at the national level for grants received from the Global Fund, the CCMs is instrumental in developing funding requests and overseeing the utilization of Global Fund resources. Specially, the role of the CCM is to:

  • Coordinate the development and submission of funding requests.
  • Nominate the Principal Recipients(s) and monitor their performance.
  • Oversee implementation of the approved programs, including the closure process.
  • Endorse any program`s revision request.
  • Ensure linkages and consistency between the Global Fund financed programs, and other national health and development programs.

The Malawi CCM has a Secretariat, which supports the CCM to fulfil the above roles. CCMs and CCM Secretariat are expected to operate in a way that is aligned with principles of good governance, including transparency of information, equality among members, accountability, and conflict of interest management. To this end, and with support from the Global Fund in Geneva and BACKUP Health, the CCM supports its Secretariat so can effectively ccordinate the functioning of the CCM.

Objective

The objective of the assignment is to strengthen the CCM Secretariat so that is can effectively coordinate the CCM and its stakeholders.

Tasks and responsibilities

The Consultant will perform the following tasks:
  • Support the development of the CCM performance management process.
  • Consult the CCM Members on the CCM By-Laws and revise them in line with the consensus from CCM Members.
  • Develop a comprehensive CCM induction and orientation programme and package for new members of the CCM.
  • Support the CCM Secretariat in facilitating the general understanding of guidelines, manuals and tools among its members. This includes support to effectively communicate with the CCM and stakeholders.
  • Develop a CCM Stakeholders mapping and engagement plan
  • Support the CCM Secretariat to understand and adopt GF guidelines.

Deliverables
  • An inception report demonstrating understanding of the tasks in ToRs and how they propose to accomplish the required task.
  • Report of activities conducted to embrace the functioning of the MGFCC Secretariat.
  • A CCM Performance management system with tools is developed and shared with CCM members.
  • CCM By-Laws revised and endorsed by the CCM.
  • A comprehensive CCM induction and orientation programme and package for new members of the CCM.
  • A collection of various GF and CCM guidelines, manuals and tools shared with CCM members
  • CCM stakeholders mapping and engagement plan.

Timeframe

This assignment has been allocated 23 days to deliver the outputs.

Qualifications and Experience

The consultant is expected to have the following qualifications and experience:
  • Advanced degree in public health, social sciences, international relations, management or other relevant discipline.
  • Demonstrated knowledge, understanding and experience of the Global Fund Grant Architecture and management process.
  • Demonstrated knowledge, understanding and experience of CCM Governance related issues
  • Demonstrated experience in successful TA provision in the short and medium term.
  • Ability to synthesize and summarize strategic information.
  • Good analytical and documentation/report writing skills.
  • Good communication and facilitation skills
  • The consultant(s) must be fluent in English and the official language of the country.
