Job Description

Link Community Development is a family of organisations working in Malawi as well as Ethiopia, Ghana, Rwanda and Uganda. Link Community Development International, based in the UK, provides support with programme and finance management, governance, communications and fundraising.

We have a zero tolerance approach to any harm to or exploitation of a child or vulnerable adult by any of our staff, representatives or partners.

Link Community Development Malawi (Link Malawi) works to improve access to and the quality of education in Malawi. Since 2008, we have delivered community-based school improvement projects focused on those suffering the highest economic, social and educational marginalisation. We work closely with the Government of Malawi, supported the development of the National Education Standards, and have delivered our inclusive school improvement process in over 500 schools and communities. Our ambitious new programme is improving learning and life chances for 5,000 adolescent girls who have never attended or dropped out of school and face complex, intersecting barriers to education.


The Country Director will be responsible for the continued delivery of Link Malawi’s strategy and programmes as an implementing partner of Link International, ensuring that the country programme remains focused on and aligned with Link’s core model and the education policies of the Government of Malawi. In addition, the post-holder will identify and pursue opportunities for Link Malawi to grow nationally. Travel within Malawi and some travel to partner countries is required.


  1. Strategic
    • Lead on Link Malawi strategy and ensure alignment with Link International and the Ministry of Education, Science and Technology’s priorities.
    • Develop and maintain relationships with key partners in MoEST at national, division, zonal and district levels.
    • Raise the profile of Link Malawi as a leader in sustainable and inclusive education with donors and other NGOs in Malawi.
    • Act as an ambassador for Link in Malawi.
    • Identify funding needs and opportunities, and work with the Link Malawi Board and Link International to secure funding for Link Malawi.
    • Participate as an active member of the Link International Management Team.
    • Ensure dissemination of project success to policy makers, stakeholders, partners and donors.
    • Liaison with the Link Malawi Board of Directors and Link International to ensure appropriate governance and strategic direction of the organisation.
  2. Organisational
    • Ensure Link Malawi policies are in line with Link International policies and national law.
    • Develop a 3-year Business Plan in alignment with Link International.
    • As the implementing partner of Link International, ensure Link Malawi meets the organisational standards of Link International.
    • Be responsible for financial and risk management.
    • Be the Safeguarding focal person for Link Malawi, ensuring the highest safeguarding standards are consistently met.
    • Ensure that staff and consortium partners are compliant with key policies including child protection and safeguarding, fraud prevention and data management policies;
    • Ensure delivery of effective and efficient human resources functions including recruitment of new staff, supporting staff personal development plans and conducting performance appraisal processes;
    • Ensure observance of internal controls and compliance with CONGOMA and NGO Board regulations and guidelines.
    • Line manage senior members of staff such as Finance and Administration Manager (FAM), Team Leader for TEAM Girl Malawi, Project Managers, Monitoring, Evaluation and Learning (MEL) Specialist, Gender and Social Inclusion (GESI) Specialist and other senior staff
    • Act as Secretary to the Board of Directors of Link Malawi
  3. Programme
    • Ensure successful delivery of Link Malawi programmes in line with Link’s core model.
    • Develop new projects and donor proposals in partnership with Link International.
    • Prepare management reports for submission to Link Malawi Board of Directors and Link International.
    • Ensure effective monitoring, evaluation, and quality assurance of programme delivery.




  • Minimum eight years’ senior management experience in the NGO, donor or government sectors.
  • Strong budgeting, financial and risk management experience.
  • Strong human resource management experience, including diverse teams, field offices, and international consultants.
  • Proven track record of leading organisational strategy and development.
  • Proven experience in child and vulnerable adult safeguarding activities.
  • Proven track record of managing complex, multi-donor projects.
  • Experience of liaising at Ministry level.
  • A degree in community development, education, social science, business administration/management or any development related field, including gender and inclusion.


  • A Master’s degree in education, social science or any development-related field.
  • Strong knowledge and understanding of international best practice on education and community engagement.
  • Demonstrable experience of the Malawi education system.
  • Experience of delivering training and the ability to adapt training materials.
  • Experience managing DFID-funded projects.

  • The ability to develop high quality proposals and budgets.
  • Fluent written and verbal English.
  • Strong ability in MS Office, particularly excel.
  • Strong financial skills, including preparation and management of budgets.
  • Willingness to travel frequently to the field and spend time away from Lilongwe.


  • Possession of SADC Class ‘B’ Driver’s License.

  • The post is full-time, with a 6-month probation, and based in Lilongwe.
  • Link employees are entitled to a generous leave allowance and pension, health insurance and a staff development allowance.
  • Salary is competitive, and dependent on experience and qualifications.
