Job Description

INTRODUCTION

The National Planning Commission (NPC) is an independent think tank that was established through an Act of Parliament in 2017. The Commission as an autonomous public institution is mandated to lead in medium and longterm national development planning and overseeing implementation of the plans. To this end, the specific functions of the Commission include: (i) identify Malawi’s socio-economic development priorities and formulate the national vision and strategy for social and economic goals taking into account the country’s resource potential and comparative advantage; ii) Oversee implementation of the long-term national vision and strategies and the medium-term development plans; (iii) formulate innovative and progressive flagship projects and programmes for implementation in line with the national vision and strategies for the country; (iv) identify and commission research on any matter the Commission deems relevant to the attainment of the objects of the National Planning Commission Act; (v) engage relevant individuals and institutions in all sectors of the economy in conduct of its functions under the National Planning Commission Act; (vi) appraise the State President and the National Assembly annually on the progress made with regard to the implementation of plans, programmes and projects; (vi) and perform any other functions in relation to national planning as the Commission may deem appropriate for achieving the purposes of the National Planning Commission Act.

In order to fulfill its mandate effectively and efficiently, an opportunity has risen as part of the institution setting up process to fill positions with qualified persons at its Head Office in Lilongwe. The Commission, therefore, invites applications for suitably qualified candidates to fill these positions.

These are highly demanding positions that require persons who have demonstrable capacity and qualifications towards making the Commission a Centre of Excellence in medium and long term national development planning and overseeing implementation of the plans. More importantly, the Commission seeks professionals that are motivated and enthusiastic about driving the new development narrative of moving away from the self-defeating poverty-reduction agenda that has characterized the country over the past decades towards the agenda of ‘spearheading wealth creation for all’

The following are the required personnel and work-related traits for the positions.

DEVELOPMENT PLANNING DIRECTORATE


Position: DIRECTOR OF DEVELOPMENT PLANNING (NP2)


Under the direction of the Director General, the key highlights of the position of the Director of Development Planning are as follows:


Key Duties and Responsibilities

  • Provide strategic and technical management oversight of the socio-economic development, governance and inclusive growth and shared prosperity programs and interventions;
  • Lead strategic planning and stakeholder management on inclusive growth and socio-economic development programs in line with international agenda ie SGDs2030 and AU 2063;
  • Provide high quality advisory services, strengthen institutional linkages, leverage links through private sector and other external partnerships;
  • Lead in development of high quality knowledge creation, management and dissemination of knowledge products on socio-economic development policies/plans, governance, inclusive growth and innovation;
  • Ensure that principles of gender equality, youth and social inclusion are mainstreamed throughout the whole socio-economic and inclusive growth work stream, as well as piloted in innovative and high-impact initiatives;
  • Provide robust operational management for the socio-economic development policies /plans and inclusive growth work stream, including program implementation, budget management, risk management and reporting,
  • Ensure that research informs the work of the Commission and that of partner strategies and plans (promotion of evidence-based planning)
  • Drive cohesion and efficiency throughout the commission through seeing (and acting upon) opportunities for greater collaboration with similar initiatives across different sectors and cooperating partners.


Minimum Academic and Professional Qualifications/Experience

  • Masters level qualifications in economics, development, or related field; those with PhD will have an added advantage;
  • 10 plus years of senior management experience in the development and implementation of development programs and private sector development (international experience working in other developing country context would be an asset).


Competencies and Personal Attributes

  • Have a positive mind-set, motivation and enthusiasm on spearheading a ‘wealth creation for all’ agenda Demonstrated program design and program management experience;
  • Deep understanding of political economy issues, including an understanding of how power relations within government can have major impacts in program selection, design and implementation;
  • Experience in private sector innovation with proven ability to build collaborative communities and strategic partnerships;
  • Exceptional interpersonal skills and proven experience in developing and maintaining relationships with senior partner government officials, donor representatives and other key stakeholders;
  • Ability to build effective teams, lead collaboration and cooperation and enabling towards s a clear program coherence
  • Exceptional communication skills including the ability to lead and manage high quality reporting, knowledge, and communication products.
  • Experience working with central government agencies (finance, treasury, planning, or similar) is highly desirable.
