Job Description

The Malawi Institute of Procurement and Supply (MIPS) was established in 2008 under the companies Act (1984) with support from the Malawi Government as a company limited by guarantee as an interim measure to enable it to operate. In 2016 MIPS Act was passed thereby giving it more power to regulate the procurement and supply chain profession in the public sector, private sector and the non-governmental organizations in Malawi. In order for the organization to ably carry out this mandate, the organization requires the services of an Education and Qualifications Officer (EQO) available at its offices in Blantyre.

Post: Education and Qualifications Officer (EQO)

Reporting to the Chief Executive Officer (CEO), the EQO is expected to, among others, carry out the following duties;

  • Maintaining a database of all members of the profession and ensure that all practising procurement professionals are registered with MIPS as required by the law.
  • Development of strategies to attract more members to the profession
  • Checking organizations to ensure that they are recruiting qualified procurement professionals as required by the law.
  • Monitoring standards of Institutions offering procurement courses are offering course which are in line with the National Qualifications framework
  • Maintain a list of other professional qualifications in procurement and have these evaluated for purposes of admission to the institute
  • Maintain the members register and ensure Continuous Professional Development is provided to registered members.
  • Develop and periodically review and update standards of conduct to ensure continuing currency and relevancy in providing guidance to members
  • Respond to alleged violations of rules, regulations, policies and procedures and standards of conduct by evaluating or recommending the initiation of investigation procedures
  • Provide reports on a regular basis and as directed or requested to keep abreast the Professional Practice and Appeals Board on compliance issues
  • Institutes and maintains communication programme with members including the maintenance of hotline on violations or noncompliance by members
  • Coordinating the activities of the regional chapters in liaison with the regional heads
  • Any other duties assigned from time to time by the CEO

Required Qualifications

  • A Bachelor’s Degree in Procurement and Logistics or Graduate Diploma in Procurement and Supply or its equivalent
  • Minimum of 3 years post qualification experience in Procurement and Supply Chain Management
  • Those with administrative experience will have an added advantage.
