Job Description

The Roads Authority (RA) was established in 2006 through an Act of Parliament. it is mandated to ensure that public roads are constructed, maintained or rehabilitated at all times; and advise the Minister of Transport and Public Works and, where appropriate, the Minister for Local Government on the preparation and the efficient and effective implementation of the Annual National Roads Programme. Following a recent organisational review which the institution underwent, some new positions have been identified. Applications are therefore invited from suitably qualified Malawian candidates to fill the following post which has been created as a result of the review:

Job Title : Environmental and Social Planning Officer

Grade : RA6

Section : Environmental and Social Planning

Reporting to : Senior Environmental and Social Planning Officer

Supervising : None


To promote environmental planning and management and mainstreaming of HIV/Aids, Disability, Gender Equality and other social issues in all road infrastructure development and maintenance undertakings in the Roads Authority.


Key Duties and Responsibilities

Job Outputs

  • Provide direction to the Roads Authority on Social and environmental issues, relevant to the development and maintenance of the road network to ensure alignment with the national policy on such matters. Social and environmental advice to Roads Authority
  • Develop, review and update policy statements articulating the Roads Authority`s response to environmental and social issues Updated policy statements
  • Develop, review and update management procedures and guidelines to continually improve the management of environmental and social issues in the development and maintenance of the infrastructure network. Updated management procedures
  • Ensure that the Roads Authority and its clients (Contractors and Consultants) comply with all national legislative instruments governing environmental and social issues. Legislation compliance
  • Coordinate and oversee environmental and social impact assessment components of the economic feasibility and preliminary/detailed engineering design services, including but not limited to the preparation of terms of reference, administration of contracts and quality control.   • Ensure that issues of public disclosure, endorsements and cut-off dates on road infrastructure projects with regard to environemental and social impact assessments are timely executed at feasibility stage and adhered to at implementation stage.   • Coordinate and oversee involuntary resettlement and compensation procedures for projects and ensure that resettlement action plans are developed and implemented in a timely manner thereby reducing related delays in project`s implementations.  Resettlement action plan. 
  • Participate in reviewing document submissions arising from entered contracts as part of an approval process. Review documents 9. Ensure that crosscutting issues such as HIV/AIDS and gender balance in the delivery of works are included in road infrastructure development and maintenance contract documentations.   • Brief and keep projects` implementation monitoring engineers informed of the environmental and social issues and management plans on a particular contract, highlighting on what needs to be managed through the contract and the responsibilities of supervision consultants with respect to the supervision of these activities.   • Provide advice to other stakeholder agencies on the management of environmental and social issues relevant road infrastructure development and maintenance. Stakeholder advice
  • Liaise with Government Ministries, Departments and executing agencies dealing with environemental and social issues for conformity and compliance to requirements. Social environmental government agencies liaison
  • Carry out any other duties as assigned from time to time as Instructed 

Qualifications and Experience

  • Bachelor`s Degree in Environmental Science, Economics or Commerce
  • At least three (3) years working experience in related field. Knowledge, Skills and Attributes
  • Good computer literacy
  • Strong problem solving and analytical skills
  • Ability to work in a team environment
  • Good communication skills both oral and written
