Job Description

Vision Fund Malawi and Heifer International is implementing the Enhancing Community Based Financial Organizations (ECBFO) Project with funding from FARMSE targeting rural farmers in the dairy industry, which is a partnership between the Government of Malawi and IFAD.

Position: Monitoring and Evaluation Officer

Nature of the post: 3 years contract (renewal every year)

Purpose of the position

The Monitoring and Evaluation Officer under overall guidance of the FARMSE projects will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic direction and that the activities result in the achievement of its intended outputs and outcomes in a cost effective and timely manner. The M&E will support the Project Manager to develop, and populate annual M&E framework matrixes, preparing quarterly and semi-annual reports on project progress and monitor the project activities on a regular basis, strengthening and maintaining the management information system (MIS) of the project.

Major Duties and Responsibilities:

  • Provide technical leadership in project evaluations including evaluation report dissemination and use
  • Facilitate and participate in updating and reinforce consistent use of the standard M&E data collection tools, reporting templates and guidelines.
  • Set up and co-ordinate a monitoring plan for the project in accordance with VFM M&E System and VFM standards
  • Guide Project teams to develop action plans to support implementation of actions, based on evidence and lessons learned
  • Identify training needs of the team, design and lead in M&E capacity building initiatives based on VFM capacity building framework and strategic plan
  • Facilitate and identify the challenges or trouble shooting issues that affect successful implementation of the projects/programs.
  • Produce quarterly and semi-annual progress reports as well as promote quality reporting through on going report review and capacity building/coaching
  • Review monitoring data regularly and systematically to ensure correct analysis and interpretation and represent VFM in relevant M&E coordination meetings if and when delegated.
  • Provide technical support on Knowledge management of the Project.

Knowledge, Skills and Experience
  • Bachelors-level degree in Social Sciences, Statistics, Demography, or any equivalent qualification bias in Monitoring and Evaluation
  • A minimum of 2 years of practical working experience in Monitoring, and Evaluation.
  • Ability to develop and implement monitoring and evaluation tools, data collection tools.
  • Demonstrated quantitative skills, including use of office analytical software packages and skills in analyzing data
  • Strong organisational skills, versatility, ability to mufti-task and meet deadlines.
  • Ability to work as a team member with good interpersonal skills,
  • Must be a mature and committed Christian
