The Government of the Republic of Malawi through the Ministry of Youth, Sports and Culture (MoYSC), has received financing from the African Development Fund (ADF) towards the creation of Jobs for Youth (AY) Project. The Implementing Agency intends to apply part of the proceeds to finance payments under the contract for the consultancy to undertake procurement activities for the Project.
The services of an individual consultant will be procured to act as a Procurement Specialist to support the overall implementation of the Project.
Reporting to the Project Coordinator, the Procurement Specialist shall be responsible for correct interpretation and application of Government of Malawi and African Development Bank (AfDB) policies and guidelines on the procurement of works, goods and services for donor funded programmes. The incumbent shall also be responsible for i) formulating, negotiating, managing and monitoring contracts entered into with suppliers, contractors and service providers engaged by the institution: and ii) oversight and guidance on procurement activities carried out by other stakeholders benefiting from the Jobs for Youth Project.
The Ministry of Youth, Sports and Culture now invites eligible individual consultants to indicate their interest in providing these services.
Qualifications, Skills and Experience
The consultant Procurement Specialist should have demonstrated procurement experience and knowledge of procedures applicable to multi- or bi-lateral financing.
Specifically, the consultant should have:
At least a Master’s degree in Procurement and Supply Chain Management, Business, or a related field;
Minimum 5 years of relevant work experience.
Knowledge for donor procurement
Knowledge of Malawi Public Procurement Law, Regulations and Procedures Specific experience in procurement.
Hands-on experience with Donor funded projects is an advantage.
Strong contract drafting and negotiation skills.
Excellent organisation skills.
Excellent computer skills.
Ability to work independently, pay careful attention to detail and manage multiple tasks in a fast-paced environment.
Sound working knowledge of English.
Good presentation and communication skills.
